Added: Dec 21, 2015 3:13 pm The Naval Oceanographic office (NAVOCEANO) has a requirement for Ice Tethered Profilers (ITPs), deployment training and gear, and data services.  The ITP system consists of three components: a surface instrument package that sits atop an ice floe, a weighted, wire-rope tether of arbitrary length (up to 800 m) suspended from the surface package, and an instrumented Conductivity-Temperature -Depth (CTD) underwater unit that travels up and down the wire tether. The ITP deployment training must be for up to four (4) personnel and will include all gear required for deployment of the ITP.  Data management services must be provided for near real-time CTD profile data that is made available to NAVOCEANO in an Information Assurance (IA) approved manner, such that the data does not pass through a foreign company prior to reaching NAVOCEANO.  The ITP vendor will acquire data in near real-time from the deployed ITP, process it into temperature/salinity profiles, and forward these profiles on to NAVOCEANO.  

All profilers are to be produced in accordance with the statement of work.


The Naval Oceanographic Office intends to solicit and award one firm fixed price contract to Woods Hole Oceanographic Institution on a sole source basis. These are non-commercial items and FAR Part 15 procedures will be utilized for this procurement.


The solicitation will be available for download on or about 05 January 2016. Interested parties can download the solicitation from the FBO website at http://www.fbo.gov, no hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation.
