ITP SOW 07 December 2015

Ice Tethered Profile (ITP) Statement of Work (SOW) Background Ice Tethered Profilers are required in order to maintain a persistent in situ sensing footprint in the Arctic Ocean. These observations will play a very integral role in the real-time Ocean modeling system and will be assimilated into ocean model nowcasts and are also used to validate and to assess the skill of ocean forecasts acoustic models. The Ice Tethered Profiler will be placed at the ICEX 2016 ice camp in order to assess the oceanographic variability as required to reduce model uncertainty and increase predictability by providing high quality temperature/salinity data at depth. Anti-Submarine Warfare (ASW) and other model products are impacted by conductivity, temperature, and depth (CTD) data products and would be less accurate without this data.

Objectives The goals of this contract effort are to purchase an ITP w/CTD, training/gear for deployment, and near-real time data management. The end product is near real-time salinity and temperature profile data from the ice camp provided as input to the operational oceanographic models.

Scope NAVOCEANO expects to acquire an ITP w/CTD and the training and materials needed to deploy it at the ICEX ice camp, and real-time data management of the CTD profiles provided by the ITP.

Task 1 – Build ITP with CTD Construction of the ITP system that consists of three components: a surface instrument package that sits atop an ice floe, a weighted, wire-rope tether of a length to be determined by deployment location depth (up to 800 m) suspended from the surface package, and an instrumented (CTD) underwater unit that travels up and down the wire tether.

Task 2 – Deployment training Provide training to four personnel on the deployment and activation of the ITP.

Task 3 – Package ITP and deployment gear for delivery Package ITP w/CTD and all necessary deployment gear so NAVOCEANO can coordinate shipping to Deadhorse, AK. Inspection will be completed at WHOI, prior to shipping, and acceptance will be done at ICEX camp during deployment.

Task 4 – Provide data management Provide iridium comms for data receipt from the ITP once deployed and initial processing services, quality control, and forwarding to NAVOCEANO for duration of ITP life.

NAVOCEANO will provide for shipment of ITP and deployment gear from contractor facility to Deadhorse, AK Place of Performance All work will be performed at contractor’s facilities.

Period of Performance The period of performance will be from contract award to Sept 30, 2016.

Options There will be no options on this statement of work.

Appendix A: ITP Hardware specifications Mooring length: 10 to 800 m Profiling range: 1,500,000 m on standard battery pack Duration: 2.5 to 3 years returning two 750 m (one way) profiles per day (2000 total) Temperature specification: -35° C for prototypes Data telemetry: typically 50 Kbytes per profile (totaling 100 Mbytes over 3 years) Sensors: Sea-Bird 41-CP CTD (same as many ARGO floats) Telemetry: Sea-Bird inductive link from profiler to surface unit;

Iridium link to shore Power: lithium BCX “DD” battery packs;

3300 Wh in surface package (after derating for temperature), 2500 Wh in profiler Size: Profiler fits through a 10.5-1” diameter hole in the ice

Appendix B: ITP Deployment Gear
