A Final Request for Prototype Proposal (RPP) for a Regional Glide Phase Weapons System (RGPWS) will no longer be issued by the Missile Defense Agency (MDA). The MDA has completed the assessment and review of requirements at all levels of the Missile Defense System (MDS) and will accelerate the hypersonic missile defense program under a newly designated Glide Phase Interceptor (GPI) initiative. GPI will be developed in phases to deliver increasing regional defensive capabilities to the U.S. warfighter over time. The MDA intends to launch the initial phase of GPI by issuing an announcement on beta.SAM.Gov in the second quarter of FY21.
A GPI Document Library will be established to provide both classified and unclassified data to interested offerors. Interested prime offerors are encouraged to initiate the GPI Document Library access request process now to ensure seamless access to GPI related material when it becomes available by sending an email to GPI@mda.mil.

Missile Defense Agency (MDA) intends to carry out a Hypersonic Defense Regional Glide Phase Weapon System (RGPWS) Prototype Project under the authority of 10 U.S.C. §2371b; “Authority of the Department of Defense to Carry Out Certain Prototype Projects.” Competitive procedures will be used to enter into one or more agreements(s) leading to the design, development, and demonstration of a Prototype Weapon. This Other Transaction (OT) Agreement will be issued directly by MDA.
Industry Engagement: The following timeline is provided for planning purposes only and may be adjusted:
January 28: Release Draft Request for Prototype Proposal (DRPP) & System Requirements Document (SRD)
February 4-8: Industry Day one-on-one sessions
Early April: Release Final Request for Prototype Proposal
General Information: MDA intends to issue a classified Technical Data Library containing items such as the System Requirements Document (SRD), threat data, trajectories and other technical data. In order to receive access to the documents within Technical Data Library, potential Prime Contractors must submit the following documents:
- Receiving System's Security Plan: Full document
- Receiving System's Authority to Operate (ATO): Copy of ATO letter itself
- Receiving System's Plan of Action & Milestones (POA&M): The POA&M is a standard input for Risk Management Framework accreditation. (Vendor should know what it is and how to auto-generate it through eMASS).
Receiving System's Hardware/Software List: Existing item in Vendor’s eMASS accreditation package.
Potential Prime Contractors must have a facility clearance with the ability to access classified information, in accordance with DoD 5220.22-M, “National Industry Security Program Operating Manual,” dated February 28, 2006, and thus companies under foreign ownership, control or influence (FOCI) will be excluded from performing under the prototype project agreement. A company is considered under FOCI whenever a foreign interest has direct power or indirect power, whether or not exercised, and whether or not exercisable through the ownership of the U.S. company’s securities, by contractual arrangement or other means, to direct or decide matters affecting the management of operations of that company in a manner which may result in unauthorized access to classified information or may adversely affect the performance of classified contracts and agreements. Responsibility lies with the potential Prime Contractor to ensure that its subcontractor(s), entities proposed to perform under an Intercompany Work Transfer Agreement (IWTA), non-traditional defense contractors, vendors and suppliers that require access to classified information are not restricted from participating in this acquisition due to FOCI.
Draft Request for Prototype Proposal (DRPP) Information & Instructions: This DRPP is being provided to initiate dialogue on the RGPWS requirement. This document is a draft, and may differ significantly from any final product. The SRD is available upon request (and proper authorization). MDA requests that initial questions or comments regarding the DRPP/SRD be sent to RGPWS-Information@MDA.mil no later than 03 February 2020 @ 0700CST, to support meaningful one-on-one sessions. Any additional offerors who have not already scheduled a one-on-one session, who also intend to submit an offer as a Prime Contractor, may request one be scheduled by emailing RGPWS-Information@MDA.mil. Final questions or comments on the DRPP and SRD must be received no later than 11 February 2020 @ 1200 CST.
All other DRPP attachments are not yet available for public review, but will be provided as soon as possible.
Instructions for requesting the classified System Requirements Document (SRD) are provided in the attached “Classified Distribution Instructions”.
Additional Information: This notice solicits information for planning purposes only, shall not be construed as an invitation for bid, request for quotation, request for proposal, or a commitment by MDA. MDA does not intend to award a contract or any other type of agreement on the basis of this announcement. All information is to be submitted at no cost or obligation to the Government. If a formal, final Request for Prototype Proposal is generated at a later date, a separate solicitation notice will be published.
Update (21 July 2020) : The Final Request for Prototype Proposal (RPP) is under review with the Missile Defense Agency (MDA) as outlined within the Regional Glide Phase Weapon System Pre-solicitation Notice (Original Publish Date: January 28, 2020; ID: HQ0854-20-DV-SSN-01). The MDA is assessing and reviewing requirements at all levels of the Missile Defense System (MDS) based on COVID-19 impacts, technology maturation efforts, threat analyses, and empirical data gleaned from recent joint DoD hypersonic testing in order to accurately establish the technical baseline and future end-state for hypersonic missile defense and the Regional Glide Phase Weapon System (RGPWS) effort. MDA expects to complete the review by the end of the first quarter of FY21. Further updates will be announced on Beta.SAM.gov.
