The USDA Forest Service, Northern Research Station intends to initiate a Request for Proposal (RFP) procurement action and award a negotiated, Firm-Fixed Price Construction Contract for HVAC Renovation at the Morgantown, WV Northern Research Station. The contractor shall provide all equipment, labor, materials, supervision and incidentals necessary to accomplish this task.
The acquisition will be solicited using the procurement processes prescribed in Part 12, Commercial Items, and Part 15, Contracting by Negotiation per Federal Acquisition Regulations. The period of performance shall be five (5) months from Notice to Proceed (NTP).
Disclosure of the Magnitude of Construction Projects (FAR 36.204): Between $250,000 and $500,000
A bid guarantee/bid bond is required at 20% of the bid price. Performance and Payment Bonds are required per FAR 52.228-15 - Performance and Payment Bonds - Construction.
The Government will award the contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the RFP will be the best value to the Government. The award will be made on the basis of the lowest evaluated price of proposal meeting or exceeding the acceptability standards for non-cost factors (lowest price technically acceptable/LPTA). Proposals will be reviewed for completeness and evaluated for acceptability against the following evaluation factors:
(FACTOR 1) Technical capability to meet the Government requirement;
(FACTOR 2) Past performance;
(FACTOR 3) Price
Factors 1 and 2 are approximately equal to Factor 3.
A Pre-Proposal Meeting is scheduled for Thursday, 23 July 2015 at 09:00 AM Eastern Time at: USDA Forest Service, Northern Research Station, 180 Canfield Street, Morgantown, WV 26505. Davis Bacon Contract Act Wage Rates will be applicable. Award will be made as a whole to one offeror. This procurement is a Total Small Business Set-Aside.
