THE PURPOSE OF THIS AMENDMENT IS TO ANSWER QUESTIONS:


1. Are the supplied shells going to have the longitudinal welds already completely welded?


The shells are not supplied, see above amendments.


There are four small assemblies supplied by the government.


These are used for attachments to the tank and instrumentation.


2.Is Radiography required?


This tank is designed to ASME, if radiographing is required by ASME, than radiography is required.


All other terms remain unchanged.

THE PURPOSE OF THIS AMENDMENT IS TO ANSWER QUESTIONS:


QUESTION:


The ASME Authorized Inspector has stated, per the ASME Code he will NOT authorized the ASME stamping of this tank without reviewing all the Government supplied parts material test reports (MTR'S) or partial data reports.


Will the government provide all the necessary material information over to the contractor?


If not, is it acceptable to design, construct and test the tank to ASME standards but do not stamp it ASME?


ANSWER:


It is acceptable to design, build and test the tank to ASME standards as specified, but the vessel does not has to have the ASME stamp.


The purpose of following ASME requirements is to ensure a quality product. There is no requirement to have a ASME stamped vessel.

Added: Apr 13, 2015 11:28 am AMENDMENT 0002:

The purpose of this amendment is to answer questions.


Question 1):


Per ASME, Section VIII Div 1 the Manufacturer is responsible to material verification. Will the government be provided Material Test Reports, Partial Data Reports for the government supplied parts?


Answer:


The government will maintain the material certs for the government supplied assemblies.


Question 2):


Scope of Work, Section 2.8 states, "Do not paint stainless steel surfaces...." Does the government expect any of the non supplied attachments (lugs, nozzles, couplings, etc.) to be Stainless Steel?


Answer:


Only the four government supplied assemblies need to be stainless steel.


Question 3):


Section 3.3, subpart calls for the internal Stiffeners Rings to be Stainless Steel Angle. Are these the same Stiffeners identified on drawing 002-3727 #2 as SA 516 GR 70? If so, please clarify which material it is and are these supplied or the manufacturers responsibility to fabricate?


Answer:


NCNR Drawing 002-3727 is correct, Section 3.3 is in error, stiffeners will be steel, not stainless steel.


Question 4):


Section 5.0, please identify where on the government supplied drawings where the Pressure Transmitter Support Bracket, the Government Supplied Sub-Assemblies and the listed material are to be located on the tank.


Answer:


NCNR Drawing 002-2936 Sheet 1, Section A-A shows the position of the four government supplied assemblies.

*Note position of the four government supplied assemblies are referenced to Item 13, Bottom Lifting Lug.


Question 5):


Scope of Work section 2, ¶ 2 .10 it states "The contractor is responsible for final placement of the storage tank on the existing cement pad."


Is a site map with the location of the existing pad available in order to determine access and what type of equipment will be required to set the vessel on the pad as well as learning how close the transport vehicle will be able to get to the site?


Answer:


There will be no surprises, the pad is right next to the back road, it will be very easy to get a crane in to put it in place.


The pads for rigging it to the crane and are set so the vessel can easy be lifted into place without any special effort.

THE PURPOSE OF THIS AMENDMENT IS TO EXTEND THE DUE DATE FOR QUOTATIONS AND ANSWER QUESTIONS:


THE DUE DATE FOR QUOTATIONS IS EXTENDED AS FOLLOWS:


FROM: APRIL 16, 2015


TO: APRIL 29, 2015 NOT LATER THAN 3:30 PM EASTERN TIME.


THE FOLLOWING QUESTIONS ARE HEREBY ANSWERED AND ARE PART OF THIS SOLICITATION AS FOLLOWS:


1 - Are all items on drawing #002-3727 to be "Government Supplied"?


If so will the shell sections, item #2, be supplied as flat plate or will they be rolled to size?


Will items #1 & #3 have the edges beveled (weld prepped)?


Will item #2 be provided rolled to size?


Answer:


1. The plates in question are on 002-2936, this is what the vendor is to supply/make.


Drawings 002-2937(not 002-3727), 002-2938, 002-2939 & 002-2940 are the pieces that are supplied by the government.


They are shown on 002-2936 so that the vendor will know where to weld them onto the tank they will make.


Everything else on 002-1936 is supplied by the vendor, not the government( shell sections, item #2, etc.).


From the spec,


The helium storage tank shall have an internal volume of not less than 15,700 gallons. The helium storage tank shall have four penetrations as shown in (002-2936). Four assemblies supplied by the government will be welded in these four penetrations, (002-2937, 002-2938, 002-2939 and 002-2940) shown on Section B-B, Section C-C & Section D-D of 002-2936.


002-3727 shows the construction(not 002-2937) of the vessel.



2 - Please provide outside diameter of the tank.


Answer:

Diameter is 8 feet, based on size of the rolled plates.

Added: Mar 13, 2015 12:08 pm The National Institute of Standards and Technology (NIST), NIST Center for Neutron Research (NCNR) has a requirement for an Engineering, Fabrication, and testing of one 15,700 Gallon Helium Tank to ASME Section VIII division 1 code requirements.

The National Institute of Standards and Technology (NIST), NIST Center for Neutron Research (NCNR) is seeking vendors who are a capable of providing the required ASME Helium Tank.


The NIST Center for Neutron Research (NCNR) is a large laboratory facility consisting of a suite of instruments that measure the interaction of radiation with various materials to study their structure and properties. The NCNR maintains a wide variety of instruments that allows great flexibility in the type of samples and phenomena that can be studied and measured.


The helium storage tank is to be utilized as part of a helium refrigerator system for the NCNR deuterium cold neutron project. The storage tank is composed of an ASME Section VIII Division 1 pressure vessel and support structure.


The contractor must be responsible, at a minimum, for code calculations and detailed shop drawings, including weld details, qualified and certified welders, testing, certification of materials, certified test reports, pneumatic pressure testing, etc., in accordance with NIST provided drawings and specifications. The storage tank will be a "U" Stamp Tank, the design, fabrication must meet the requirements of the ASME Boiler and Pressure Vessel Code, SectionVIII.


The NAICS code for this requirement is 339999 with a small business size standard of 500 employees.


The required end product is non-commercial in nature and will be procured using Simplified Acquisition Procedures under the authority of FAR Part 13. This requirement is 100% set-aside for small business. A firm fixed price purchase order is anticipated.


The competitive Request for Quotation (RFQ), amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-15-RQ-0232.


Potential offerors shall be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation. The Government will not maintain a mailing list.
