Update #2 ·
This solicitation has been extended for an additonal 30 days.
Proposed solicitation number is FA8533-19-R-0006 and is expected to post in February 2019.
This Ground Handling Cradle (NSN 1730-01-166-1127, part number L396C2002) was created based on a SERD provided by Boeing/McDonnell Douglas, CAGE 43999, in 1983, under P/N L396C2002. Boeing created this SERD and Standard Manufacturing, CAGE 98296, created the product and Technical Data Package (TDP) under P/N 6U1E-1. The Cradle is used to transport, handle, and store engines for B-1B aircraft. The cradle consists of an extension frame, 6 standard rail roller adapters, forward handling brackets for height adjustments, and aft handling brackets. The cradle assembly can be rotated by using a manually cranked gearbox to allow maintenance personnel access to different parts of the engine. This Ground Handling Cradle shall support the B-1B engine on parallel rail equipment during transportation, installation and removal from the aircraft and during maintenance. The cradle (adapter set) shall provide the capability to move the engine from one trailer, work stand, or A/M37T-20 engine test stand without the use of overhead hoisting. For this acquisition, the Government will provide the 3000E trailer (48 inch rail, NSN 1740-00-713-5908) as GFE and the contractor shall provide the Roller Adapters (NSN 1730-00-606-4138 or equivalent). This application is military specific:
General Characteristics:
Weight...................650 pounds
Capacity................5000 pounds6
Loaded Adapter is transportable by truck or air.
- Length..................92-5/8
- Width...................57 ½
- Height..................33-3/32
Due to the dimensions and tolerances called for in the drawing package as well as the military-only nature, modification of a commercially available cradle is not an option.
The subsequent award will be a requirements-type contract with one basic year of 12 months, and four (4) option periods of 12 months each. The contract may include Air Force or FMS requirements.
Basic BEQ (Best Estimated Quantities): 2 each plus First Article Testing (FAT)
Option I BEQ: 4 each
Option II BEQ: 4 each
Option III BEQ: 4 each
Option IV BEQ: 4 each
First Article Testing: The contractor shall develop and perform detailed FAT procedures which will include Functional Verification at MacDill AFB in Tampa, FL. The contractor shall also provide the Government with a FAT report upon the completion of the testing.
There is a possibility the FAT can be waived if:
•· The contractor can provide proof that they have successfully built and delivered this cradle within the last five years. Delivery must have been to the Government or a commercial entity.
However, functional verification will still be required.
This will be a Total Small Business Set-Aside.
