About this opportunity
The Department of Transportation's Federal Highway Administration Western Federal Lands Highway Division has issued a Special Notice for Galaxy 3500 UPS Battery Replacement and Revitalization Service under solicitation number 69056725Q000042. This procurement is being conducted as a sole source acquisition under FAR 13.106-1(b) and is targeted for award to Schneider Electric IT Corporation. The contract falls under NAICS code 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) with a size standard of 500 employees and Product Service Code J061 for maintenance and repair of electric wire and power distribution equipment. The procurement is set aside for total small business participation and involves a 60-day performance period following order receipt. This notice represents the government's intent to proceed with a single source procurement rather than a competitive bidding process.
The primary purpose of this Special Notice is to determine whether other qualified sources exist that could provide comparable services, potentially leading to a competitive procurement instead of the planned sole source award. Interested contractors must submit an "Expression of Interest" via email to WFL.Purchasing@dot.gov by Wednesday, September 10, 2025, at 2:00 PM PT, providing detailed capability information, pricing data, and technical specifications to demonstrate their ability to perform the required UPS battery replacement and revitalization services. Small businesses meeting the NAICS 335999 size standard of 500 employees are eligible to participate in this opportunity. The government retains complete discretion in determining whether to proceed competitively based on the responses received, and emphasizes that this notice does not constitute a formal solicitation and will not result in direct contract awards. No telephone or email inquiries regarding the procurement will be accepted, and all communication must follow the specified submission format and deadline.
Notice text

The North American Industry Classification System (NAICS) code is 335999 with an industry size standard of 500 and the associated Product Service Code (PSC) is J061.

No contract award will be made based on proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement and should furnish detailed data concerning their capabilities to provide services sought including pricing data and technical data sufficient to determine that a comparable source to the government is available. The government may consider all “Expression of Interest” documentation received prior to 09/10/2025. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered for the sole purpose of determining whether to conduct a competitive procurement.
