The 5th Contracting Squadron intends to solicit competitively for the removal and replacement of a fuel tank, concrete pad and associated equipment at Minot AFB, North Dakota. The contractor shall provide all labor, materials, and equipment to removed existing non-complaint fuel tank and concrete containment pad and install new concrete pad, deliver/install a new concrete pad, JP-8 12,000 gallon self-contained (no external concrete containment system) lined F-921 double wall skid tank fuel tank, Veered Root TLS350, or equivalent, monitoring system, Gasboy 9853 and 9850, or equivalent dispensing systems, and lighted canopy with vapor proof lights fully installed and operational. The Contractor shall perform in accordance with standards outlined in the Statement of Work. A Firm Fixed Priced contract will result from this posting, with period of performance to commence on or about 15 August 2011. This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 332420. The size standard for NAICS 332420 is 500 employees. The government is interested in all small businesses including (8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. The entire solicitation will be made available on or about 11 July 2011, via the Federal Business Opportunities web page at https://www.fbo.gov/. No paper copies will be issued. Potential offerors are responsible for monitoring this site for release of the solicitation package and any amendments. To be eligible for contract award, offerors must be registered in Central Contractor Registration (CCR) at http://www.ccr.gov or contact CCR Customer Service at 1-888-227-2423. Offerors must also complete Offeror Representations and Certifications on-line at https://orca.bpn.gov/ prior to submitting an offer.
