STATEMENT OF WORK
NOTE: The Government views the Veeder Root TLS350 monitoring system and the Gasboy 9853 and 9850 dispensing systems as an “or equal” product. This means any of these systems may be substituted by a product equivilant to these specific items if the Contractor so chooses. The Contractor will not be determined unsatisfactory for the reason of not providing the specific brand name items above. However if another type of system is offered, it must be technically equivilant to the Veered Root TLS350 monitoring system and the Gasboy 9853 and 9850 dispensing systems.
Remove existing fuel tank and concrete containment pad, dispose of IAW Federal and local EPA standards, install new concrete pad, provide new JP-8 12,000 gallon lined F-921 double wall skid tank with accessories, Veeder Root TLS350 monitoring system, Gasboy 9853 single product/dual hose dispenser, Gasboy 9850 single product/single hose hi-speed dispenser. Tank and dispensers will require installation of a lighted canopy to provide protection from the weather and elements. Veeder Root system console w/printer will require installation within an on-site satellite facility.
1. GENERAL: The contractor shall provide all labor, materials and equipment to remove the existing non-compliant fuel tank and concrete containment pad and install new concrete pad, deliver/install a new concrete pad, JP-8 12,000 gallon self-contained (no external concrete containment system) lined F-921 double wall skid tank fuel tank, Veeder Root TLS350 monitoring system, Gasboy 9853 and 9850 dispensing systems, and lighted canopy with vapor proof lights fully installed and operational. Veeder Root TLS350 console and printer will be installed in building 995. The old fuel tank, dispensing equipment and concrete containment pad will be removed/disposed of from current location (Building 995), at 501 Flight line Dr. Minot Air Force Base, North Dakota. The new tank and all associated equipment must comply with current EPA standards and Air Force Instructions (AFI) to include but not limited to AFI 23-204, (please see www.e-publishing.af.mil). The installation shall be in accordance with manufacturer’s instructions and requirements of the Statement of Work (SOW) as stated in the following paragraphs.
2. GENERAL SCOPE OF WORK: Work includes but is not limited to: a site visit to obtain specific location for removal and installation of fuel tank; removal and disposal of existing fuel tank, dispensing equipment, concrete containment pad, and all associated material; delivery of new JP-8 12,000 gallon self-contained (no external concrete containment system) lined F-921 double wall skid tank, Veeder Root TLS350 monitoring system, Gasboy 9853 and 9850 dispensing systems, and lighted canopy with vapor proof lights; installation of new concrete pad, JP-8 12,000 gallon self-contained (no external concrete containment system) lined F-921 double wall skid tank, Veeder Root TLS350 monitoring system, Gasboy 9853 and 9850 dispensing systems and lighted canopy with vapor proof lights; installation of Veeder Root TLS350 console/printer in Building 995; connection of all necessary electrical and plumbing equipment. Contractor will remove and dispose of any/all scrap materials, provide a demonstration to the users for correct use, care and maintenance of the system, and provide any maintenance manuals/warranties for the new system and warranty service/repair. All transportation, equipment, tools, supervision, labor, materials/work methods in accordance with specifications, standard industry practices, Occupational Safety and Health Administration (OSHA) standards, Uniform Building Code (UBC), manufacturer’s recommendations and terms of the contract are the responsibility of the Contractor. Contractor will coordinate removal of existing concrete pad and fuel tank as previously specified and delivery of the new fuel tank/materials with the shipping company so that they will be delivered at the time work is to begin. Installation of the concrete pad will be completed prior to delivery and installation of new equipment as previously specified.
3. INSTALLATION: The installation will include:
a. Install new 100’ x 50’ 4000 PSI 8” thick concrete slab, 4” gravel base with 4 canopy footings (per manufactures specification) with rebar 2’ on center then back fill slab. Also install 20 protective bollards at predetermined locations in slab.
b. Delivery/installation of new JP-8 12,000 gallon lined fuel tank with Veeder Root TLS350 monitoFring system with protective bollards, with floating suction, Veeder Root TLS350 console w/printer in building 995, in-tank test software, Veeder Root Mag + probe w/float kit, above ground install kit, Veeder Root interstitial sensor
c. Installation of 2” tank vent package w/pressure-vacuum vent; 3” tank remote fill package w/overfill valve, check-valve, ball valve, 15 gallon spill container w/12’ cable-grounding clamp for truck; Water Thief or equivalent package w/removable hand pump
d. Hook up and installation of Gasboy 9853 single product/dual hose electronic dispenser, Gasboy 9850 single product/single hose hi-speed electronic dispenser, Gasboy Topkat Fuel Management system, 3 nozzles, hoses, swivels, break-away set-ups, Red Jacket 1 1/2hp submersible pump w/isotrol box w/relay, 2 each 2” electrical solenoid valves, 2 steel pump platforms and 2 dispenser terminating packages w/emergency valve.
e. Installation of a 40’ x 45’ four support (located in the center of canopy) canopy w/lights and protective bollards, heated eyewash station affixed to the canopy support pole, two 10 lb. dry chemical fire extinguishers with weather proof cabinets attached to the canopy support poles at both ends of the canopy and two New Pig KIT467 spill containment systems. Canopy must allow for venting of fuel tank located below thru the canopy.
f. Delivery/installation of venting equipment sufficient to vent tank and dispensing equipment through the lighted canopy.
4. NOTIFICATION: Contractor shall provide written notification to the Contracting Officer one month prior to commencement of work. The Contracting Officer shall notify the Using Agency. Aerospace Ground Equipment Flight will be notified no less than one month prior to work starting to allow time to completely empty the existing fuel tank for the removal process.
5. DEBRIS: Contractor shall remove all trash from the work site to a Contracted Authorized onsite Construction Dumpster or remove from Minot AFB on a daily basis. Contractor is responsible for the security of tools and equipment being used at the project site.
6. FACILITY ACCESS: Contractor will have full access to the site and the site’s restrooms at all times.
7. SITE DAMAGE: Contractor shall be responsible for all damage incurred during this project and shall return damaged areas to original condition at no additional cost to the government.
8. CONTRACTOR WORK HOURS: Working hours for the Contractor will be weekdays from 0630-1800.
9. CONTRACTOR PROPOSAL: Proposal/bid will include all costs to the government for job completion in its entirety. No additional costs will be billed after award of contract.
