NASA Langley Research Center (LaRC) plans to issue a Request for Proposal (RFP) for the Force Measurement Support Services (FMSS) contract. This pre-solicitation synopsis is related to the Sources Sought notice, "SS-FMSS-2018, Force Measurement Support Services" which was posted to FBO on January 11, 2018. The goal is to provide high quality force measurement and strain measurement capabilities in order to meet the mission objectives of NASA. This includes, but is not limited to, sustainment of current force measurement capabilities and development and advancement new capabilities and technologies that will evolve over the life of the contract.
1. A Draft Statement of Work (SOW) has been attached to this synopsis.
2. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
3. The procurement will be conducted as a full and open competition under NAICS code and Small Business Size Standard 334511 and 1250 employees, respectively.
4. The contract type will be Multiple Award Indefinite Delivery/Indefinite Quantity with Firm Fixed Price (FFP) or Cost-Plus-Fixed-Fee (CPFF) for Task Orders. The Government intends to award up to 2 contracts.
5. A Pre-Proposal Conference will be held as indicated below:
