About this opportunity

The Federal Bureau of Prisons (BOP) Field Acquisition Office is seeking a contractor to replace the food service boiler system at United States Penitentiary (USP) McCreary in Pine Knot, Kentucky. The project requires a comprehensive replacement of an existing irreparable boiler system with a new high-efficiency combination boiler that meets specific technical specifications. The new boiler must deliver a minimum of 30 HP with 1,000 MBH output, support six steam kettles, and provide hot water for the Food Service Department. Key requirements include installing Cleaver Brooks Hawk 1000 controls, an Allen-Bradley 7" touchscreen interface, and ensuring Modbus connectivity and compatibility with the existing Andover Continuum Automation System. The pre-solicitation notice was posted on February 21, 2025, with responses due by March 4, 2025, indicating a relatively short response window for potential contractors.

The contract is designated as a total small business set-aside, which limits competition to qualified small business entities within the Power Boiler and Heat Exchanger Manufacturing (NAICS 332410) category. The project scope involves complete system replacement, including decommissioning the existing 22-year-old Unilux gas-fired boiler, installing new equipment, and conducting all necessary connections and testing. The contractor will be responsible for minimizing operational disruption during installation, with work permitted during standard hours of 7:30 AM to 3:30 PM Monday through Friday. While specific budget details are not disclosed, the complexity of the project suggests a significant investment in specialized industrial equipment and professional installation services. The replacement must meet all applicable federal, state, and local codes, with a focus on enhancing operational efficiency and reducing long-term maintenance costs for the prison facility.
