About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) is seeking repair services for a processor signal data unit through a Foreign Military Sales (FMS) contract to Kuwait. The solicitation, identified as N00383-25-Q-013A, requires a contractor to provide evaluation, repair, inspection, component replacement, reassembly, and testing services for specific electronic components. Contractors must comply with ISO 9001/SAE AS9100 quality requirements and maintain a calibration system meeting ANSI/NCSL Z540.3 standards. The evaluation will prioritize past performance over price, with contractors required to propose a repair turnaround time (RTAT) and specify monthly throughput constraints. Quotes are due by March 11, 2025, with a DO-A1 priority rating and an expectation of maintaining high-quality repair standards for the specified equipment.

The solicitation is not set aside for small businesses and will be performed in Philadelphia, PA. The contract includes a 365-day induction period from the award date, during which contractors can receive assets for repair, with any assets received after this period requiring bilateral agreement. Contractors must provide Commercial Asset Visibility (CAV) reporting and meet specialized packaging and marking requirements for FMS shipments. While specific award values are not explicitly stated, the contract involves repair of a specific NSN (7R 1270-01-591-9098) with a part number 7959650-200. The throughput constraints will be defined by the contractor, with the government establishing a framework for monthly repair quantities and performance expectations. Successful contractors will need to demonstrate technical capability, quality control, and the ability to meet stringent repair and turnaround time requirements.

Notice text

This solicitation is for the repair of the items identified herein.
Repair Turnaround Time (RTAT) definition: The contractual delivery requirement is measured from asset Return to the date of asset acceptance under the terms of the contract. For purposes of this section, Return is defined as physical receipt of the F-condition asset at the contractor's facility.
The Contractor must obtain final inspection and acceptance by the Government for all assets within the RTATs established in the subsequent contract.
Required RTAT: ____ days after receipt of asset.
Throughput Constraint: Contractor must provide a throughput Constraint for each NSN(s). Total assets to be repaired monthly after initial delivery commences X/month (contractor fill in #). A throughput of 0000/month reflects no throughput constraint.
Induction Expiration Date: 365 days after contract award date. Any asset received after this date in days is not authorized for repair without
bi-lateral agreement between the Contractor and NAVSUP WSS Contracting Officer.
Reconciliation: A reconciliation modification will be issued after final Inspection and acceptance of all assets inducted under the subsequent contract. The parties have agreed to a price (shown on the schedule page of the contract) for each unit at the negotiated RTAT. Such prices are based on the Contractor meeting the RTAT requirements described within the schedule page. If the Contractor does not meet the applicable RTAT requirement, consideration will be assessed and subject to negotiation.
All contractual documents (i.e. contracts, purchase orders, task orders, delivery orders and modifications) related to the instant procurement are considered to be "issued" by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such as email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to "issue" contractual documents as detailed herein.
