The purpose of this amendment is to provide answers to vendor questions, extend RFQ to 11/24/2015 and post a revised Statement of Work (SOW).
Task 1 questions:
1.The Power washing of the 3 ventilation vents and inside the ventilation registers do you want that done monthly or can we combine that with Task 2 when we actually address cleaning the inside of the ventilation unit? It will not need monthly cleaning.
A. Combine with Task 2.
2. You mention wet wiping the drop ceiling grid work. Is that the grid work in the ready area and down range? You also mention cleaning the ceiling tile and grid work in Task 2. Do you want all that cleaning monthly or only 2 times per year with Task 2. Monthly is to excessive. 1 time per year would be sufficient.
A. All Drop ceiling is scheduled/expected to be removed from the firing line all the way down range to the trap. All other drop ceiling(s) can be cleaned 4 times per year during recycle/mining.
3. There is no mention of bullet trap maintenance that will need to be completed monthly to keep the bullet trap in compliance with the manufacturers specifications for that bullet trap. Do you want that completed?
A. No. Bullet trap maintenance will be performed through a separate maintenance contract.
4. Do you want one tacky mat at the firing line and one at the range exit to reduce lead from being tracked into the public hallways from shooters going down range to pick up their brass?
A. One at the bottom of the stairs at the range main exit/entrance. One at the exit door for the actual firing range.
5. You mention cleaning the ceiling baffles in task one and task 2. Do you want those wiped down monthly? or just in Task 2? It would actually be best after mining the bullet trap 4 times per year.
A. Ceiling baffles should be cleaned 4 times per year in conjunction with the rubber/lead mining.
6. Do you want wipe sampling to still being completed in the ready area and for the wipe sampling to be below 200 micrograms on the floor and booths?
A. Yes.
Task 2 questions:
1.Removing the insulation above the drop ceiling is a one-time action and will be more costly on the first visit. Can we divide the pricing for the base year for Task 2 into 2 prices for payment purposes?
A. Pricing for removal of the insulation can be spread over the base year bid pricing.
2. Wipe samples in the ready area here too?
A. Yes.
Task 3 questions:
•1. Why can't the contractor recycle the lead and copper mined from the bullet trap. It is a recyclable metal.
A. The contractor may recycle or dispose of the waste material as legally appropriate. The waste material/recyclable metal must be removed from the premises within 5 business days of the cleaning.
•2. 2. Do you want the brass recycled from the range too?
A. No. Brass removal is handled by CBP.

The purpose of this amendment is to provide answers to vendor questions.
1. What is the previous contract # and value?
HSBP1011C00016. $166,314.00. However this range has recently been installed and requirements have changed from the old contract.
2. Can pictures of the range be provided?
Pictures can be provided to the awardee, but the Site Visit should suffice for pre-award efforts.
3. What size is the range?
The entire size of the range from the bullet trap to the end of the control room is approximately 20'x100'
4. How many shooting lanes are there?

5. It appears that we are working concurrently with Megitt. Please further define the coordination effort if this is the case.
Meggitt is the OEM and installer, but all Range Maintenance Services should be considered independent of Meggitt' services.
6. What is the depth and square footage of insulation that needs to be removed?
This is a one-time requirement for removal of ceiling insulation.
7. Task 2 indicates that we are replacing the ceiling tiles. We assume that we are reusing the existing tiles.
After consultation with the property owner, ceiling tiles no longer need to be replaced, as they serve no purpose and should be removed.
8. Why are we not replacing the ventilation filters?
The current HVAC system does not require the cleaning vendor to replace filters at this time. The tenant is not the owner of the HVAC system.
9. Does the government want the entire air duct cleaned in accordance with the National Air Duct Association certified contractor standards?
The HVAC system is owned and maintained by the property owner.
10. What is the volume of range metals that have been recovered in past years?
Prior cleaning vendors did not report volume in past years. CBP does not track the volume of removed material. We currently fire approximately 800k-1million .40 caliber rounds and 20-30k shotgun rounds in the range per year.
One added item of importance is to be clear with any potential bidders that all hazardous waste/lead must be removed from the premises immediately after a cleaning. Because the range has recently been installed, the volume of granulated rubber that will be removed during each cleaning cycle is uncertain at this time and will have to be measured for future agreements. As far as granulated rubber removal with the lead removal, the range is new and we have not had the opportunity to measure removed material. Granulated rubber is provided by CBP and would only need to be placed in the bullet trap.

(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(2) The solicitation number is HSBP1015Q0007 and is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-84. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 with a small business size standard of $7.5 million.
(3) This procurement shall be a Total Small Business set-aside. All qualified, responsible sources may submit an offer that shall be considered by the agency. Offerors are advised that they are responsible for obtaining amendments. The resulting contract shall be awarded to the offeror who provides the lowest price technically acceptable.
(4) The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Indianapolis, IN intends to award a contract for Firing Range Repair and Maintenance Services. It is required that all contractors submitting a quote review the attached STATEMENT OF WORK to review all requirements. All contractors submitting a quote shall be required to meet the requirements found in the STATEMENT OF WORK.
(5) SITE VISIT REQUIREMENTS
- A site visit and walk through is available before the submission of quotes.
- This site visit is limited to two key personnel from each organization that will be performing the work on this requirement.
- The site visit is scheduled for November 18, 2015 at 10:00am Eastern Time.
- Requests to attend the site visit must be submitted in email to Chance Young at CHANCE.R.YOUNGS@CBP.DHS.GOV (also, cc: Gary Orr via email to: Gary.Orr@cbp.dhs.gov) no later than November 16, 2015 at 10:00am Eastern Time.
- Notification of attendance shall include the full name of the attendee(s), date of birth and the name of the Company which they represent.
Note: Limited public parking is available at Building 77, but Port Authority does provide free bussing for the Public from Federal Circle Station at JFK International Airport.
(6) The technical approach shall include:
- Technical Approach Understanding of the SOW, and
- Adequate staffing to support the requirements of the SOW.
(7) Past Performance
A past performance questionnaire has been provided with the RFQ. Each vendor shall attempt to have three (3) responses submitted directly to the Government for relevant projects by the RFQ due date. Relevant projects are those that are similar to those requested in this contract. All references should be either ongoing or completed within the last three years.
Vendors must either provide the above information or affirmatively state that it possesses no relevant, directly related, or similar past performance. If no past performance references are submitted, then a rating of neutral will be assigned.
(8) The DHS, Customs and Border Protection require all questions and quotes must be submitted to Gary.Orr@cbp.dhs.gov.
(9) Note: Period of performance shall be one base year plus four one-year option years.
