This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE.


This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS (http://www.fbo.gov). The Request For Quote (RFQ) number is FIRINGRANGECLEAN. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-100. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 562910 and the Small Business Standard is $20.5 million dollars.


The proposed contract is 100% set aside for Small Business concerns.


Award shall be made on the evaluation basis of Lowest Price Technically Acceptable.


The Pittsburgh 911th Airlift Wing located at Coraopolis, PA requests responses from qualified sources capable of providing: The contractor shall furnish all tools, equipment, labor, and material necessary to accomplish removal of lead particulates located at the 911 Airlift Wing (AW) Pittsburgh International Airport Air Reserve Station (PIA ARS) Small Arms Firing Range IAW Statement of Work dated June 2019


CLIN 0001: Furnish all tools, equipment, labor, and material necessary to accomplish a "PRIMARY CLEANING" per specifications in attached SOW. Appendix A in SOW gives details on what constitutes a "PRIMARY CLEANING" and schedule.


CLIN 0002: Furnish all tools, equipment, labor, and material necessary to accomplish a "SECONDARY CLEANING" per specifications in Attached SOW. Appendix A in SOW gives details on what constitutes a "SECONDARY CLEANING" and schedule.


CLIN 0003: Furnish all tools, equipment, labor, and material necessary to accomplish a "HEPA VAC" per specifications in attached SOW. Appendix A in SOW gives details on what a constitutes a "HEPA VAC" and schedule.


CLIN 0004: Furnish all tools, equipment, labor, and material necessary to accomplish a second "HEPA VAC" per specifications in attached SOW. Appendix A in SOW gives details on what a constitutes a "HEPA VAC" and schedule.


Place of Performance: The Firing Range is located at 790 BOCKTOWN CORK RD CLINTON PA 15026-1146.


This is a base plus four (4) year option order with the following Period of Performance: Performance shall commence 1 Oct 2019 (Total period of performance with options with six month extenstion option is 1 Oct 2019 - 31 March 2025) The first cleaning will be in November 2019. See SOW Appendix A for cleaning schedule.

The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated based on the following criteria:


· Technical - Offeror shall provide documentation that demonstrate that it meets the requirements of this solicitation. Documentation shall include but not limted to: proof of prior lead remediation jobs of similar scope where sampling was required (with reference Contract number); copy of a previous project report that shows chain of custody, use of a certified Laboratory for sample analysis, and sampling results that are clear and easy to understand


· Price - will be reviewed for price reasonableness


A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.



SITE VISIT: Per FAR 52.237-1, Interested vendors are highly encouraged to attend a site visit to survey the range and ask any questions to Subject Matter Experts who will be on site. This address of the firing range is: 790 BOCKTOWN CORK RD CLINTON PA 15026-1146 The site visit is scheduled for: Tuesday, August 27th at 10:00 a.m.
