STATEMENT OF WORK

CLEAN / MAINTAIN SMALL ARMS FIRING RANGE

911 Airlift Wing Pittsburgh IAP ARS

STATEMENT OF WORK

In carrying out work under this contract, the contractor shall furnish the personnel, services, equipment, tools, materials, vehicles, facilities supervision and other requirements necessary for, or incidental to, the performance of work set forth herein; assure any and all program and/or project related costing information (regardless of its stage in development) is secured, as directed by the Contracting Officer (CO); and be responsible for safeguarding proprietary, classified, and other sensitive information. The contractor shall be immediately capable of addressing and interpreting all aspects of environmental law and regulation.

Scope The contractor shall furnish, unless otherwise specified, all tools, equipment, labor, and material necessary to accomplish removal of heavy metal particulates, (including, but not limited to, lead, copper, chromium, etc.), located at the 911 Airlift Wing (AW) Pittsburgh International Airport Air Reserve Station (PIA ARS) Small Arms Firing Range. The contractor shall coordinate with the CO all shipments of supplies to the facility.

The objective of this contract is to clean the existing firing range of heavy metal particulates in order to provide a safe and healthy work environment for AF personnel. There will be four (4) cleanings per calendar year including a primary, secondary and two (2) HEPA vacuum type cleanings. A schedule of the various type cleaning activities and when they will take place during the calendar year is presented in Appendix A.

The government will remove all equipment and supplies owned by the government from the range prior to cleaning to include ATVs, boxes of brass, paper from the desk, etc.

All work performed by the contractor under this contract shall be conducted in full compliance with Federal, State and local environmental regulations, Air Force (AF) policies, and Occupational Safety and Health regulations. The contractor shall be responsible for ensuring that their employees and AF personnel are adequately protected from all hazards encountered during the course of work.

The 911 AW Firing Range is located in Independence Township, approximately 2.5 miles northwest of Clinton, PA; the mailing address is 790 BOCKTOWN CORK RD CLINTON PA 15026-1146. The Firing Range is a remote, unmanned, secure facility. The firing range is an outdoor facility, approximately 2 acres, consisting of a training/administrative building, a small arms range, and surrounding areas. The range is a 25-meter small arms range consisting of 22 covered firing points and a bullet trap dust collection system manufactured by Action Target, Inc.

There is limited vehicle access to the back of the range. A small pickup truck could access the back, but typically, a Kabota or equivalent is used.

1.1 Policy and Requirement Statement

It is the policy of the Air Force to use innovative and sustainable approaches to environmental management and technology to accomplish its mission. Sustainable projects do not deplete resources, cause environmental degradation, or impact to human health and may reduce the burden of compliance for the Air Force. Mission requirements are met while also balancing cost and environmental responsibility. The contractor shall incorporate pollution prevention and sustainability initiatives into all aspects of this contract.

Contracts are to be efficiently managed. This includes accurate, on-time submittals of contract deliverables and timely identification and solution of impediments to successful project execution. Early involvement of all concerned parties fosters the development of the most cost-effective and technically sound solutions. CO shall rely on the contractor’s expertise in recognizing and addressing problematic issues and successful execution of this contract.

1.2 Site Access

Site visits to the 911 AW Firing Range can be arranged through the Base POC. Interested contractors are encouraged and expected to attend a site visit to confirm existing conditions prior to bidding.

The firing range is normally closed on a daily basis; operating hours are as scheduled, typically Monday through Friday from 0730-1530, excluding Federal holidays. Access to the range at all times must be scheduled and coordinated through 911 AW Combat Arms personnel at (412) 474-8077.

The contractor shall coordinate all site work with Combat Arms to ensure there are no conflicts with range training activities and that Combat Arms personnel are available during site work. Contractor personnel working on the site without Combat Arms personnel present shall assume all responsibility for theft, loss, or vandalism of range facilities and equipment.

0. Lead Cleaning and Removal

1.3.1 Bullet Fragments

Rounds fired are a mixture of 9, 556, 40, 45 of which approximately 75% is frangible. All captured bullet fragments are to be removed and recycled. Bullet fragments are captured and contained within 3.5-gallon capacity plastic canisters located in the rear of the bullet trap system. Each firing point in the trap is equipped with four plastic canisters for collection of the fragments, for a total of 88 canisters. The canisters are bolted in place. The contractor shall provide 88 new canisters and lids, (if required) as per the cleaning schedule in Appendix A. The floor and adjacent areas under the collection canisters shall be cleaned in accordance with Section 1.3.3.

1.3.2 Bullet Trap Filter System

All heavy metal dust collected by the bullet trap filter system is to be removed and recycled. Heavy metal dust is collected through the bullet trap filtration system and deposited into a 55-gallon drum hopper. If needed, the current 55-gallon collection drum with heavy metal dust contents is to be removed and replaced with a new steel, UN-approved drum suitable for exterior use. If required, the contractor shall provide collection drum and other required packaging. The existing filters shall be removed, inspected and replaced, if necessary. The filter p/n is P030904-016-436. The filters shall be properly packaged for recycling or disposal. The contractor shall provide new filters, and if needed, collection drum, and other required packaging.

1.3.3 Range Cleaning

All heavy metal dust and debris located on accessible horizontal surfaces located at the small arms range building, including the bullet trap, site drainage trough, range floor, instructor booth, shelving, and installed equipment, shall be collected and recycled, if possible. The contractor shall use a HEPA vacuum or other equivalent approved method to remove all lead fragments, particulates, and dust from the range surfaces. The metal bullet trap trench area must be cleaned with a shovel and stiff broom, followed by HEPA vacuuming. Water shall not be used for cleaning and allowed to go into the sediment basin. All removed materials shall be placed in UN approved drums to be supplied by the contractor. New drums may be shipped to the 911th Airlift Wing with prior coordination.

1.3.4 Separation Unit Cleaning

All material located in the pre-cast storm water separation unit outside the range building, including sludge, debris, and runoff, shall be removed and recycled, if possible, according to the schedule in Appendix A. The separation unit is a Clara model 25C manufactured by stormwaterRx (approx. dimensions: 6 ft. x 8 ft. x 9.5 ft. (d)). The contractor shall clean the chamber completely including inlet and outlet areas, along with adjacent swale area(s) that may have accumulated debris, and collect all removed material in a UN approved drum.

1.3.5 Incidental Material

All incidental material contaminated with lead particulates or dust shall be removed and recycled, if possible. Incidental materials may include HEPA-vacuumed dust or debris which may contain lead, filters containing lead, personal protective clothing and equipment that has been contaminated with lead dust, and storm manhole residue or sludge. Any accumulated dust or particulates located within the HEPA vacuums located at the range that are used by Combat Arms personnel shall also be collected. All incidental material shall be properly containerized using UN approved drums.

1.3.6 Ventilation System

The ventilation system located at the range firing point areas, including all ducts, fans, diffusers, etc., shall be cleaned using industry standard duct / ventilation system cleaning techniques. The firing point area ventilation system consists of eleven roof units located above the firing point and eleven wall units located behind the firing points. Access to the inside of the ducts is by removal of the diffuser for each duct. The ducts are accessed via the inside of the firing range and are at a height of 10’ 8”. The contractor shall submit proposed cleaning procedures to the CO for review and approval prior to cleaning. All debris removed from the ventilation system will be managed in accordance with Sections 1.6 and 1.7.

1.4 Repackaging

Prior to shipping, recyclable material or waste such as the bullet particles from the collection canisters and heavy metal dust from the hopper system should be consolidated and repackaged to the greatest extent possible. Material shall be repackaged for shipping in new contractor-supplied UN-approved drums or other packaging. Due to the high density of much of the waste, care shall be taken not to overfill packaging past the allowable shipping or handling weight.

During consolidation or transfer of heavy metal particles from one container to another, dust control measures are required to prevent dust migration. Emptied containers that were previously used for contaminated materials are not reusable and shall be disposed of properly by the contractor.

1.5 Recycling

It is the intent of this contract to recycle all removed heavy metal particulate and debris to the greatest extent possible; to this means, the contractor may propose an alternate means of managing heavy metal particulate and debris for approval by the CO. The contractor shall arrange for and coordinate recycling of all bullet fragments, dust, and incidental material to the greatest extent possible by:

· Verifying that the recycling facility specifically recycles heavy metal fragments, dust, and other incidental materials.

· Verifying that the recycling facility has all required Federal, state, and local permits and approvals for heavy metal recycling.

· Accomplishing all handling, transportation, disposal, and documentation requirements necessary, including loading material for transport. The contractor shall comply with all DOT shipping requirements, including labeling, placarding, training, and manifesting. The contractor shall provide certified weights of all containers.

· Coordinating loading and transportation of the shipment with the CO. Provide weight receipts from the recycling facility showing material acceptance. The receipts must be signed by an authorized employee of the recycling facility showing the facility received and processed the recyclable material.

1.6 Disposal

The contractor shall take care to segregate all removed materials properly and manage site work to minimize the amount of non-recyclable waste generated. Specific separate waste streams shall be identified in coordination with the 911 AW Environmental Flight.

All waste shall be stored in new contractor-supplied UN-approved steel drums or containers. Containers shall only be opened to add waste and shall otherwise remain closed as waste accumulates. Full containers shall be stored at the job site in an area approved by the Base POC.

All storage containers shall be labeled and/or marked properly to meet all Federal, State or local regulatory requirements. The contractor shall be responsible for all proper labeling and marking and temporary storage in coordination with all pertinent regulations.

All generated waste shall be properly disposed of by the contractor in accordance with Federal and State regulations. Certification of waste disposal including weights shall be provided to the CO.

The contractor shall use the site EPA ID number for the facility to manifest hazardous waste from the site. Handling and disposition of hazardous waste shall be coordinated with the 911 AW Environmental Flight. All hazardous waste documents shall be signed by the 911 AW Environmental Flight.

1.7 Wipe Sampling

Prior to cleaning of the range, the contractor shall conduct wipe sampling of horizontal surfaces located in the small arms range; specific locations of the samples are listed in table below. All wipe samples will be labeled with location of sample.

Upon completion of cleaning, and prior to clearance sampling, the contractor shall conduct a visual inspection of areas potentially affected by the project. The purpose of the inspection is to determine whether the work was completed as required and whether visible settled dust or debris is present. The inspection shall include a surface-by-surface examination to determine if known or suspected lead dust surfaces are still present at the range.

Upon completion of the range cleaning, clearance wipe sampling shall be conducted at the determined locations listed in the table below.

All wipe sampling with be conducted in accordance with NIOSH 9100; sample templates shall be 12" square. Results of the pre-cleaning and clearance sampling shall be provided to the CO for review. Clearance samples must be less than 200 µg/sf. If they exceed 200 µg/sf, then area(s) must be re-cleaned and re-sampled until they are less than 200 µg/sf, unless the CO waives the requirement for certain area(s).

1.8 Sampling and Analysis

As needed, the contractor shall create a waste profile for all waste generated which shall be disposed in accordance with Air Force requirements. If needed, the contractor shall conduct Toxicity Characteristic Leaching Procedure (TCLP) analyses on each distinct waste stream to determine if hazardous wastes are present and to properly characterize the waste stream. Characterization and profiling of hazardous wastes shall be coordinated with the 911 AW Environmental Flight.

1.9 Additional Requirements

In the event of a hazardous material spill, the CO shall be notified immediately. The contractor is entirely responsible for spill response actions, notifications, and cleanup resulting from their operations under this contract.

All work performed under this contract must be performed by workers who are properly trained, and, where required by any Federal, state, or local laws or regulations, licensed or certified to perform the work required under this contract.

The contractor shall provide Safety Data Sheets (SDSs) to the CO for all hazardous materials used during the project. Usage of all hazardous materials shall be tracked and reported to the CO.

1.10 Submittals

All required submittals shall be provided to the CO for approval.

The contractor shall submit for approval written evidence of training that demonstrates their personnel have been properly trained for lead abatement work (i.e. lead worker, lead supervisor, etc.) prior to commencement of work on site.

The contractor shall provide certification that the recycling facility selected shall, to the greatest extent practicable, recycle all bullet fragments, dust, filters and any other excess material generated under this contract. The contractor shall provide a description of the method of recycling and information regarding the recycling facility along with documentation of proof of recycling.

The contractor shall provide copies of all required documentation regarding disposition of material including manifests, facility receipts, etc. All shipping documents and manifests shall be signed by the 911 AW Environmental Flight.

Applicable Documents The contractor shall comply with all applicable federal, state, and local environmental statutes, instructions, manuals, handbooks, regulations, guidance, policy letters, and rules (including all changes and amendments in effect on the date of issuance of each TO). It is the contractor's responsibility to identify all applicable federal, state, and local environmental statutes, instructions, manuals, handbooks, regulations, guidance, policy letters, and rules for all work performed and apply the procedures and protocols required.

Regulatory Interface The contractor shall assist in the application of general and site-specific regulatory requirements that pertain to the project and maintain currency with changing DOD, Federal, state, and local statutes and regulations as follows:

The contractor is not an employee of the government and shall not represent the government in a official or unofficial capacity without the express prior written permission from the CO.

In the event that an unspecified regulatory representative approaches the contractor with a stated intent to inspect the activities of the contractor, the contractor shall respectfully decline the inspection until the CO is properly notified and a duly appointed representative is present or other direction is issued by the CO. If this is not possible, due to project constraints, the contractor shall notify the CO at the earliest possible time following the inspection.

Coordination with Other Contractors The contractor shall cooperate fully with other contractors and government employees. The contractor shall not commit any act that shall interfere with the performance of work by any other contractor or government employee. The CO shall resolve work schedule conflicts between this contract and the additional work awarded to other contractor(s). The CO shall provide written direction to the contractor to reschedule work when required.

Special Notification

2.3.1 Health Risks

The contractor shall immediately report to the CO and the Base POC, verbally by telephone or e-mail pursuant to the contract, any issues or incidents which may indicate potential imminent risk to contracted, federal, or local personnel, the public at large or the environment.

2.3.2 Identification and Change of Critical Contractor Personnel The contractor shall immediately notify the CO of any changes in critical contractor personnel. The contractor shall obtain CO approval of any proposed changes in project personnel along with the steps taken/proposed to ensure there are no impacts to the schedule or costs associated with individual tasks. Identify to the CO all subcontractors to be used under contracts issued pursuant to this SOW, prior to signing any contract or initiating any work. Provide subcontractor qualifications to the CO prior to subcontractor utilization.

Work Site Requirements

2.4.1 Safety Requirements

The contractor shall be responsible for protecting the lives and health of employees and other persons on the work site; preventing damage to property, materials, supplies, and equipment, avoiding work interruptions and complying with Occupational Safety and Health Administration (OSHA) regulations and Base safety office requirements. The contractor shall perform all operations in a prudent, conscientious, safe and professional manner and conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work. The contractor shall maintain documentation supporting training records on site and have written Health and Safety Plans on site and available for workers and/or regulatory review. The contractor shall provide the CO copies of any OSHA report(s), regarding a project site, submitted during the duration of the contract.

The contractor shall record and report promptly (within 1 hour) by telephone, facsimile or other direct means to the CO or the Base POC, and to the military installation’s Safety Office, all available facts relating to each instance of damage to Government property or injury to either contractor or Government personnel. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, preserve evidence until released by the accident/mishap investigative authority through the CO, and immediately report the incident to the Base Security at (412) 474-8250. If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

The contractor agrees that his personnel and equipment are subject to safety inspections by government personnel while on federal property.

2.4.2 Fire Prevention and Protection

The contractor and his employees shall comply with the military installation’s regulations, and Air Force Occupational and Environmental Safety, Fire Prevention and Health (AFOSH) Program, as applicable. A copy of these regulations shall be made available by the Base POC at the post award conference. Coordinate with the base Fire Inspector for hot permits (for welding or open flame operations), as required.

2.4.3 Work-Site Maintenance

The contractor shall maintain the work site to prevent the spread of contamination, provide for the integrity of the samples obtained, provide for the safety of all individuals in the vicinity of the work site areas, and prevent the release of any contamination to the environment. The work site shall be well marked to prevent inadvertent entry into all work areas. Access to work areas shall be monitored and thoroughly controlled. Standard work zones and access points for controlled operations shall be established and maintained as the site conditions warrant. Ensure compliance with any federal, state, and local regulations and QA/QC protocols and procedures for decontaminating tools, equipment, or other materials, as required. At all times, keep the work area free from accumulation of waste and non-essential hazardous materials. Remove non-essential equipment from the work site when not in use. The work-site shall be maintained to present an orderly appearance and to maximize work efficiency. Before completing the work at each work location, remove, from the work premises, any rubbish, tools, equipment, and materials that are not the property of the government. Properly dispose of all investigation derived, construction debris and other waste(s). Upon completing the work, leave the area clean, neat, orderly, and return the work site(s) to an appropriate condition subject to the work as specified in this contract.

2.4.4 Storage

The contractor shall be responsible for security and weatherproofing of stored material and equipment. Equipment or materials used in the work, requiring storage on the installation, shall be placed at site(s) designated by the Base POC. At the completion of the work, the contractor shall remove all temporary fences and structures (used to protect materials and equipment) from the installation unless otherwise directed by the CO. The contractor shall clean the storage area of all debris and material and perform repairs as required to return the site to its pre-use condition. The contractor shall be responsible for safeguarding all government property provided for contractor use. The contractor shall maintain an inventory of government property, a copy of government property control procedures at the site, and dispose of government property as directed by the CO. All hazardous materials shall be handled, stored, labeled, and transferred in accordance with OSHA regulations.

2.4.5 Site Access

The contractor shall verify that identification credentials presented by all contractor and subcontractor employees to obtain security badges, passes, cards, or decals used during the duration of this contract are current and correct. The contractor shall monitor assigned (used by his/her own staff) to ensure all information remains current and to ensure all security badges or passes are returned to the Base POC upon expiration of the badge, upon completion of the project, or when possession of the badge is no longer necessary (e.g., upon removal of contracted personnel from specific projects).

2.4.6 Permits

The contractor shall be responsible for coordinating and obtaining the required permits to implement a site-specific project.

Management, Planning, and Reporting Requirements The contractor shall plan project activities, including the development, implementation, and maintenance of project schedules, events, status of resources, report(s) on the activities and progress toward accomplishing project objectives, and document for Government review and approval the results of the project efforts for this contract.

Post Award Meeting/Teleconference After the issuance of this contract, the contractor shall attend a post award meeting/teleconference at the location specified by the CO. The purpose of the meeting shall be to become familiar with the work requirements, information, and/or site-specific data addressed under this contract.

Plans The contractor shall prepare and submit a Work Plan describing the contractors plan to implement the work required in the task order. The contractor shall prepare and submit, as required, a health & safety, waste management, or other needed plan.

Pollution Prevention The contractor shall conduct all operations and activities with the intent of reducing the amount of energy used and pollution generated. Specific areas to be focused on are generation of solid waste, use of hazardous materials, use of ozone depleting chemicals, generation of hazardous waste, and use of energy and water.

Certifications and Training Contractor personnel shall possess appropriate certifications and training to accomplish activities on systems as specified in this task orders. These services shall include:

Hazardous Material The contractor shall comply with all regulations governing the transportation, handling, storage and use of hazardous materials such as Hazardous Materials Act (HMA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), and Emergency Preparedness and Community Right-to-Know Act (EPCRA). Comply with all DoD Hazardous Materials programs including, but not limited to, hazardous materials and hazardous waste reduction programs.

4.2 Hazardous Waste

The contractor shall comply with all regulations governing the control of hazardous waste from its origin to ultimate treatment, storage, or disposal, such as Resource Conservation and Recovery Act (RCRA), Hazardous and Solid Waste Act (HSWA), and AFI 32-7042, Solid and Hazardous Waste Management. Perform activities such as hazardous waste collection and accumulation site operations and management, sampling and analysis, The Contractor shall be responsible to ascertain and maintain documentation (including refresher courses as required) that all workers at a site have been properly trained in lead abatement verification.

4.3 Integrated Solid Waste Management

The contractors shall operate, maintain and perform services in support of activities to comply with federal, state, and local solid waste management regulations. These activities shall include; characterization of solid wastes, separation of recoverable/non-recoverable wastes and the recycling of those materials, operation and management of comprehensive recycling programs, operations and maintenance of monitoring equipment, composting operations, landfill operations and maintenance, construction and demolition debris operations and management.

Record Keeping The contractor shall create and maintain in one location written records sufficient to recreate each sampling, analytical, testing and monitoring event. The Contractor shall make these records available to the government upon request or as specified in this con

6.0 Government-Furnished Property and Services

No Government furnished property or services shall be provided in this task order other than what is already stated in the contract.

APPENDIX A

SCHEDULE OF SMALL ARMS RANGE CLEANINGS.

The following will be the tentative schedule that will be used for the 3 various types of cleanings at the small arms firing range:

1) PRIMARY OR COMPLETE FIRING RANGE CLEANING:

This will be a complete and thorough cleaning of the range facilities and will be completed during the calendar month of May each year.

The cleaning will encompass everything in the SOW under sections 1 thru 6.

2) SECONDARY OR ALTERNATE FIRING RANGE CLEANING:

This will be a smaller, less thorough cleaning of the range facilities and will be completed during the calendar month of November each year.

The cleaning will encompass everything in the SOW under sections 1 thru 6, but not to include sections 1.3.4; 1.3.6; & 1.7.

Also the filters in section 1.3.2 shall only be inspected and only if necessary shall be replaced. If they are still in working order, then they will be put back in the filter unit.

3) HEPA VACUUM FIRING RANGE CLEANING:

There will be two (2) HEPA vacuum type cleanings of the range facilities and will be completed during the months of February and August of each year.

These 2 cleanings will encompass everything in the SOW under sections 1 thru 6, but not include sections 1.3.1; 1.3.2; 1.3.4; 1.3.6; & 1.7.

The contractor will be permitted to use the two (2) NILFISK Type GM-625 HEPA Vacuums located at the firing range that are owned by the government.
