Added: Mar 06, 2015 10:41 am The Coatesville VA Medical Center anticipates issuing a Request for Proposal utilizing procedures set forth in FAR 15 and FAR SubPart 36.3 - Two-Phase Design-Build Procedures to replace the entire dry-sprinkler system, the fire pump, jockey pump, all associated piping, flanges, fittings including all valves, flow switches, supervisory devices, hangers, supports, associated fire alarm system conduit and wire, controller, transfer switch, control valves, and tamper switches, dry-valve assembly and all existing sprinkler piping to the fourteen (14) sprinkler head dry system, removal and replacement of the sprinkler drain line located in the Penthouse/Tower of Building 1 at the Veterans Medical Center, Coatesville PA. The contractor shall furnish all labor, materials, equipment and supervision necessary to design and construct the new system. The solicitation will be evaluated as a Best Value to the Government with other factors being more important than price. Any award will be released as a Firm-Fixed Price Contract in which the Design-Build Team assumes all risk for design and cost factors such as increased materials, labor rates, overhead rates, etc. The Design-Build Team shall be firms that are regularly established, licensed, qualified and capable (staff and equipment) of providing both the design and construction portion of the project in accordance with NAICS Code 238210; Size Standard $15 Million. The magnitude of the project is between $100,000 and $250,000. Capability and Performance will be evaluated during Phase 1 of the solicitation. All information concerning this project is contained within the solicitation VA244-15-R-0600 which will be available for download from the web https://www.fbo.gov on or about March 23, 2015. If any information appears to be missing, the Offeror shall contact the Contracting Officer with specific questions that identify the missing information. Questions must be submitted IN WRITING to the Contracting Officer, Carol L. Pomraning (542/90C), 1400 Black Horse Hill Road, Coatesville, PA 19320, or email carol.pomraning@va.gov, no later than April 14, 2015, at 2pm. No telephonic or fax requests will be honored. This procurement is 100% Set-Aside for Service-Disabled Veteran-Owned-Small Businesses only. This project is a "Best Value" two-phase design-build solicitation. All SDVOSB construction firms will be allowed to participate in Phase 1 of the solicitation. Phase 1 of the proposals will be evaluated to determine which Offeror will be selected to make an offer in Phase II of the solicitation. The Request for Proposal shall set forth the requirements for responding to Phase 1 of the solicitation as well as all evaluation factors for both Phase 1 and Phase II. The period of performance for both phases is 120 calendar days from the Notice to Proceed issue date. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the Interested Bidders mailing list at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Interested Vendor List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the RFP will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Bid Walk Thru will be held on Thursday March 31, 2015, at 10:00 am, EST. (Contractors are to meet in Bldg. 70 Conference Room at the VAMC Coatesville campus). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. Offerors must be listed as "verified" in the Vendor Information Pages at www.vetbiz.gov, and be currently registered including completing online Representations and Certifications at the System for Award Management (SAM), www.sam.gov; MUST meet the CVE SDVOSB verification requirements per www.vetbiz.gov; MUST have a current record in the Online Representations and Certifications Application (ORCA); and MUST meet OSHA/EPA requirements.
