About this opportunity

The International Development Finance Corporation seeks to award three firm fixed price personal services contracts to provide financial analysis specialist services. The specialists will perform in-depth analyses of new loan proposals to determine debt repayment ability and assess financial projections and assumptions. There is no set-aside designated for this procurement. The work involves financial analysis equivalent to a GS-11 through GS-12 level and will be conducted under NAICS 541611 and PSC code R425. Contract awards will be made to the quotes deemed most advantageous with pricing and technical factors considered. The period of performance is one base year starting August 3, 2020 with four one-year options, and the RFQ will be available on beta.sam.gov beginning April 1, 2020.

The DFC Acquisition office anticipates issuing a solicitation for Personal Services Contractors (PSC) for three (3) FTE Financial Analysis Specialists.

This solicitation is only open to individual applicants. The PSC shall be a sole proprietor who will have an employee-employer relationship with the DFC.  The level of effort and responsibility is generally equivalent to a GS-11, Step 1 through GS-12, Step 10. 

Deadline for questions is Friday, May 15, 2020 at 3pm EST.   Questions shall be submitted via email to elena.raspitha@dfc.gov.  Telephonic inquiries will not be accepted.

 Work involves performing in-depth financial analyses of new loan proposals to determine a proposed project’s ability to maintain debt service and fully repay a loan. Performs financial analysis utilizing available data including financial statements provided by the project sponsors.  Creates or modifies sponsor-provided financial projections to assess logical model construction and adequacy of business case assumptions for the proposed DFC financing.  Conducts sensitivity analyses to test project assumptions and key economic drivers. Prepares written portions of required credit papers related to financial analysis to be submitted for credit approval.  Reviews financial covenants to be included in proposed loan agreements and provides recommendations to senior loan specialists as to the appropriateness.   

The Government intends to offer a three, firm fixed price contracts to the individuals’ whose quotes conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ).  The anticipated period of performance is 3 August 2020 to 2 August 2021 with four (4) one-year option periods which will be exercised at the Government’s need or discretion.  

Basis for contract quote award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.  

Applications and quotes will be evaluated using the factors identified in the RFQ. Noncompliance may be grounds to eliminate the quote from consideration for contract award.
