The combined synopsis solicitation 36C10E19Q0046 0006 is amended as follows.
Attached is the laboratory's analytical report for the wipe samples collected in Building 104. The levels of lead found in the samples ranged from 2.4 to 24 micrograms per square foot.
The solicitation closing date is extended to 02-20-2019 at 11:59 PM Central Standard Time to allow more time for contractors to submit quotes.
The following is to answer vendor questions.
1-Question: Will HVAC be up and working. Has the Fact that the work will likely take place mostly in summer. It will be unbearably hot in a warehouse with no moving air. Has a solution been proposed?
1-Answer: The contractor will have the option to provide floor fans for their own use. Fans will have to be plugged directly into a wall socket and cannot be used with an extension cord. Sections that they are not dismantling mods will still have HVAC. The HVAC will only be turned off during their working hours, it will be turned back on once their shift ends for the day.
2-Question: Will progress payments be allowed?
2-Answer: Yes, it includes progress payments. The invoices can be paid monthly in arrears for work completed.
3-Question: How many "units" are in each of the four sections?
3-Answer: The breakdown for each section starting with Bay 4 (the first one we enter and has the roll up door). B4=18 mods, B3=22 mods, B2=16 mods, B1=20 mods, TTL=76
4-Question: The doors that go from bay to bay. How tall are they?
4-Answer: 81 inches high and 67.5 inches wide.

The combined synopsis solicitation 36C10E19Q0046 0005 is amended as follows.
The following is to answer a vendor question and to extend the closing date to 02-18-2019 at 5:00 PM Central Standard Time.
1-Question: Regarding the environmental portion of the bid, how does government expect to achieve clearance levels of 40 for lead in the area if the concrete is not sealed? Will it need to be sealed as part of the scope of work? Note that right now the SOW just states broom clean.
1-Answer: We are not asking the contractors to do a massive cleaning or seal the surfaces. We are requiring that the dust generated from the work activity be controlled and isolated to the work area. The highest levels of lead from previous wipe sampling were found on the top of one shelf. This was an area that was not part of routine housekeeping. We need to ensure that the project did not adversely affect the area by generating dust. If the work activities were adequately controlled and the work area was isolated, there should not be an increase in the dust levels.Â
The contractor will need to meet a criterion for re-occupancy of the space. In lieu of the normal clearance criteria, GSA will collect background samples from horizontal surfaces within the work area (interior areas only) before the work begins and then collect post-project samples in the same locations after the final cleaning. The levels will be compared and if the post-project samples are as low or lower than the background samples, then the area has been cleared and re-occupancy can occur. If this criterion is not met, additional cleaning will be necessary.Â
Cleaning should not be done with a broom, but with lead-safe work practices, such with a vacuum with HEPA filtration or wipes with D-Lead or equivalent. Keep in mind that the contractor must perform their own personal sampling of their employees as per the OSHA Lead in Construction standard (29 CFR 1926.62) in order to determine the appropriate PPE for the employees. Â
The new samples will be collected on Tuesday Feb 5, 2019 by GSA and will be provided to contractors via the contracting officer on Friday Feb 8, 2019 as an RFQ amendment.
Based on the above new information, the solicitation close date is extended to 02-18-2019 to allow more time for contractors to submit quotes.

The combined synopsis solicitation 36C10E19Q0046 0004 is amended as follows.
The following are answers to vendor questions.
1-Question: What is the cutoff date for questions?
1-Answer: To ensure there is enough time before the RFQ closes to provide answers which may affect vendors quotes, the cut off for vendor questions is Feb 04, 2019.
2- Question: Dust appears to contain lead and in some spots tested above the HUD clearance levels, is the contractor responsible for cleaning the dust in the area back to acceptable levels when completed?
2-Answer: Yes. Lead-safe work practices should be used during the project to minimize the spread of lead dust, such as isolation of the area with critical barriers, use of an air scrubber, etc. GSA requires clearance levels to as low as reasonably achievable, not to exceed 40 micrograms per square foot of lead on the surfaces.
3-Quention: What requirements for Lead certifications will be required on the project? Awareness training, RRP Training/licensure, MDOH Lead license, Hazwoper Training, etc.?
3-Answer: The contractor is not performing lead abatement and, therefore, does not require any lead certifications. However, the contractor must comply with the training requirements in the OSHA Hazard Communication Standard and Lead in Construction Standard by providing training (awareness) about lead (health effects, operations that could result in high lead exposures, lead-safe work practices, engineering controls, good hygiene practices, etc.). In addition, workers must be in a Respiratory Protection Program, which includes medical clearance, fit testing, and training. There are other requirements of the OSHA Lead in Construction Standard that the contractor must follow, such as: 1) Initial air sampling, which is required on workers to determine lead exposures during each task and the appropriate respiratory protection associated with the task; 2) Determine if medical surveillance is required. Proper work area demarcation and signage as per the OSHA Lead in Construction Standard stating WARNING - LEAD WORK AREA - POISON - NO SMOKING OR EATING is also required in regulated work areas.
4-Question: Are there any concerns with PCBs in the concrete surrounding the project area? If so what is the procedure/requirements for cleaning the dust in the area on the concrete surfaces (how clean/any PCB requirements). Â
4-Answer: Unless the concrete will be broken up, the potential for exposure to PCBs and silica is very low. As per OSHA Lead in Construction Standard, all surfaces shall be maintained as free as practicable of accumulations of dust. Clean-up of floors and other surfaces where dust accumulates shall wherever possible, be cleaned by vacuuming or other methods that minimize the likelihood of lead becoming airborne. Vacuums must be equipped with HEPA filters. Clearance samples will not be required in external areas.
5-Question: Any specific disposal requirements for the dust since it may contain Lead/PCBs/ Mercury since disposal of these items will be a hazardous material?Â
5-Answer: There will be two separate waste streams: One for the shelving to be scrapped and one for disposable items, such as vac bags, filters, suits, poly, etc. Representative samples of each waste stream should be tested using the EPA TCLP analysis to determine if they meet the criteria for hazardous waste. Although the material may have lead dust, it is not anticipated to have enough to make the material hazardous waste, but the analytical data is needed to prove this. Â
6-Question: Will the contractor be required to clean the areas to specific levels in the area, outside the area to dumpster, etc.? If so what are the levels in these areas now?Â
6-Answer: Yes, the contractor will need to meet GSA's clearance level criteria for re-occupancy by VA personnel, which is clean to as low as reasonably achievable, not to exceed 40 micrograms per square foot of lead on the surfaces. This only applies to interior areas. However, all areas must be visibly clean of any lead dust accumulation. The highest levels found on surfaces in these areas was on the top of the shelving. With dust being disturbed during the demolition of the shelving, control of the dust is important to protect workers on the project, the property, and Federal Center workers.

The combined synopsis solicitation 36C10E19Q0046 0003 is amended as follows.
Due to local inclement weather, the following additional site visit dates and times are being provided.
Friday January 25, 2019 at 11:00 AM and Friday February 1, 2019 at 12:00 PM. Contractors are only required to attend one site visit but may attend more than one.
The following are answers to vendor questions.
1-Question: Section 3.2 states: "Contractor employees shall have prior training and be certified in the disassembly of the Spacesaver or similar file systems." In talking with the Spacesaver corporation, "certification" is only required to maintain the integrity and warranted guaranties, if the units are to be re-assembled at a later time and expected to be covered by the manufacturer from initial production defects. Seeing that all units are to be scrapped, this should not be a requirement in the SOW. Can this requirement be waived?
1-Answer: Yes. That requirement is waived. The requirement is changed as requested from prior training and be certified to experience . The intent is for the contractor s employees to have experience in disassembly of this type of equipment.
2- Question: Can we be provided a floor plan with dimensions prior to bid submission?
2-Answer: Yes. Please see attached files named North End Floor Plan , South End Floor Plan and BLDG 104 Plans-1st Floor .
3-Quentions: Can we be provided a current HVAC plan prior to bid?
3-Answer: Yes. Please see attached file named HVAC Ductwork-Without Stacks .
4-Question: Will Delivery/pick-up drivers (Scrap metal containers) be required to be submitted to background or can they be provided escorts onto and off the property. Â
4-Answer: No. General delivery drivers do not obtain background checks. However, once at their destination on campus they must be escorted by a cleared individual. All trucks entering campus must do so through the back gate on Planned Industrial Drive and are subject to inspection. The VA can coordinate with FPS for designated companies clearance through the back gate.
5-Question: The SOW indicates the contractor needs to build a negative air containment system while dismantling and scrapping the shelves. Is negative air required?Â
5-Answer: No. Due to the buildup of dust, we do not want it to be drifting out of the work area. Therefore, isolation of the area with plastic and the use of engineering controls and PPE is required. This is not a containment with negative pressure, but plastic erected at doorways, windows, etc. to prevent dust from escaping from the work area. We are trying to prevent any exposure to occupied spaces and the environment. A couple of air scrubbers could be used to help prevent re-entrainment of the dust. The contractors will have to assess the respiratory hazards that their workers will be exposed to and provide adequate PPE. The VA will have the HVAC system turned off in each zone the contractor will be working in. Thus, there will not be a need to cover the intakes as the system will be shut down.
6-Question:Â If the contractor moves the material out of the north end of the building, do they need to fully clean the material?Â
6-Answer: No. The shelving does not need to be cleaned prior to moving to the dumpster. However, if the North Dock is used, the material must travel through an occupied space. Therefore, the shelving would have to be wrapped in plastic prior to moving it to prevent potential exposure to tenants. If the Southeast dock/doors are used, there would be no need to wrap the shelving since it is path of travel is within the isolated area.Â

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The government anticipates a single (all or none), firm fixed price award. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Offers will be evaluated as follows:
Criteria: The Government will evaluate quotes submitted in response to this solicitation based on a consideration of the following factors: Price, Experience and Past Performance. Included with each Contractor s quote, the Contractor is to provide a written statement limited to three pages or less demonstrating how the Contractor has the required Experience needed to successfully perform this requirement.
Price: Price will be evaluated to determine if it is fair and reasonable.
Experience: The basis of evaluation under this factor will be focused on the firm s experience in performing contracts and /or task orders of similar size, scope and complexity to the work being solicited within the SOW. This factor will be evaluated on an Acceptable or Unacceptable basis. The quote shall contain information from a minimum of one contract where similar services were successfully provided. Only quotes that demonstrate relevant experience with providing similar services will be eligible for award. Government and commercial sources will be accepted. At the request of the Government, the Contractor shall demonstrate to the satisfaction of the Government that the Contractor has: Adequate plant and equipment to pursue the work properly and expeditiously; Adequate staff and technical experience; Suitable financial status to meet the obligations of the work. Past Performance. The Contractor shall provide at least one reference that corresponds with the relevant experience provided and demonstrates an acceptable past performance record.
