Department of Veterans Affairs
STATEMENT OF WORK (SOW)
File System Disassembly & Removal Services
1. BACKGROUND
The Department of Veterans Affairs (VA), Records Management Center (RMC) services the Veterans
Benefits Administration (VBA), the Veterans Health Administration (VHA), the National Cemetery
Administration (NCA), the Department of Defense (DOD), Veterans and their families, and other external agencies. VBA RMC has a requirement to disassemble and remove a high density filing system consisting of 76 powered mobile high-density file storage modules (600 Model EC 300 powered mobile file systems manufactured by the Spacesaver Corporation) from the current location at 4300 Goodfellow
Blvd., St. Louis, MO 63120. The square footage of the facility is 152,767.96. Due to digitizing of medical records and relocation of staff, this 29-year-old Spacesaver system will be disassembled and removed. The VA intends to make a single (all or none), firm-fixed‐price award. The contractor shall include in its total quoted price a discounted amount for its assessed value of the recycled material.
2. SCOPE OF WORK
76 modules of the Spacesavers mobile high-density file system with powered operation shall be disassembled and removed by the contractor. The contractor shall provide all labor, parts, personnel, equipment, supplies, materials, travel, supervision, and other related supplies and services as needed to disassemble and remove the 76 modules of the high-density file system.
3. REQUIREMENTS/TASK
3.1 The electrical power shall be disconnected as needed during the disassembly of the 76 Spacesaver modules. The Contractor shall dismantle/remove any associated control cables. The contractor shall cap existing electrical lines consistent with an office environment.
3.2 Contractor employees shall have prior training and be certified in the disassembly of the Spacesaver or similar file systems.
3.3 All contractor employees shall arrive and enter through doors at designated locations.
The contractor shall arrive at project site no earlier than 7:30 AM and unload all required tools and transport equipment to project site.
3.4 The contractor shall provide the VBA RMC its certificate of insurance, proof of workman’s compensation prior to start of the work with the names and required security information for all crew members approved to work on this project. All identified contractors who will be working on this project will be subject to a favorable background investigation.
3.5 Established work hours shall be from 7:30am to 4:30pm Monday through Friday. No provisions have been made for overtime or shift premium pay. If overtime is required, no additional cost shall be incurred.
No work shall be performed on officially designated federal holidays. Extenuating circumstances, such as weather, may also limit access to the facility.
3.6 The contractor shall provide all tools, manual and mobile vehicles to transport all disassembled components to recycling containers which shall be stored in the dock area. The recycling containers shall be provided by the contractor.
3.7 Recyclable material will be removed through two garage doors. The garage doors are located at columns A-52 and A-04.
3.8 Parking for all contracted employees will be available in Lot C in unmarked spaces.
3.9 Semi-truck with trailer can be utilized for material removal. Contractor shall coordinate with VA for location of available parking of trailer(s).
3.10 Upon completion of the disassembly and transporting to the recycling containers, the contractor shall broom clean the work site and all contractor tools and equipment shall be loaded into the contractor’s vans. A government designated employee shall inspect the work site and provide final acceptance of work.
3.11 Restrooms and break room area shall be provided to the contractor in accompanied work area.
3.12 The contractor shall not remove rails embedded in the concrete floor.
3.13 The contractor shall provide individual packaging of fluorescent tube lighting and removal for proper recycling and/or disposal and transport of same to licensed facility. Contractor shall meet all separate recycling requirements for lighting fixtures with ballasts and safe removal and transport of same.
3.14 All loose documents, files and paperwork shall be placed in a VA provided waste container by the contractor. No papers documents of any kind shall be thrown away without VA prior approval.
4. PLACE OF PERFORMANCE
The file system is in building #104, 1st floor between columns 10-53 at 4300 Goodfellow Blvd. in St.
Louis, MO 63120.
5. PERIOD OF PERFORMANCE
Period of performance shall start 30 days from contract award and shall be completed within six months from the start date.

Maintenance, Fringe Benefits: $4.27 per hour.
7. QUALIFICATIONS/INSURANCE
The contractor qualifications shall consist of the following:
7.1 On site project manager and contractor employees shall have two or more years of experience in performing contracts and /or task orders of similar size, scope and complexity.
7.2 The Contractor is required to acquire insurance for the entirety of this project.
8. GOVERNMENT FURNISHED PROPERTY

9. SECURITY
9.1 Upon entering VA buildings, the contractor and/or contractor employees will be required to show proof of identity (must have a valid government issued photo ID) as well as pass through a security screening. All Contractor personnel shall be subject to the same Federal security and privacy laws, regulations, standards and VA policies as VA personnel, including the Privacy Act, 5 U.S.C. §552a, regarding information and information system security. Services shall not require connection to the VA network. The C&A requirements do not apply and a Security Accreditation Package is not required.
9.2 See attached VA Handbook 6500.6, Contract Security Appendix C.
9.3 The Department of Veterans Affairs Online Information Security Rules of Behavior training course at https://www.tms.va.gov/secureauth35/ shall be completed by the contractor before services can begin.
The training certificate shall be provided to the Contracting Officer. Contractor employees shall be required to self-register on the https://www.tms.va.gov/secureauth35/ website and establish an account.
9.4 A background investigation will be required.
10. BACKGROUND INVESTIGATIONS
The contractor employee level of background investigation and clearance required for this effort are a
Tier One National Agency Check and Inquiries (NACI), and a Special Agreement Check (SAC)). Work may not commence until these investigations have commenced. If the contractor employee provided has a current NACI then, that will be accepted and no further background investigation is needed.
10.1 Contractor Responsibilities:
10.1.1. Within 10 days after contract Award, the Contractor shall complete and submit all applicable background investigation forms for each employee working on the contract to the Contracting Officer via fax. The blank forms shall be provided to the contractor after contract award.
10.1.2. After submitting the applicable forms, the Contractor will coordinate the date and time for required electronic finger printing with the designated VA RMC HR representative. Electronic finger printing shall be done at a VA RMC Human Resources Office located in St Louis, MO.
10.1.3. Investigation results are normally available five (5) business days after the NACI and SAC are initiated by the contracting officer.
10.1.4. The employee may begin work after the SAC is favorably adjudicated.
10.2 Government Responsibilities
10.2.1. After receipt of the contractor employees’ applicable background investigations forms and the completion of the contractor employee electronic fingerprinting, the Contracting Officer will initiate the
NACI and SAC with the Security and Investigations Center (SIC). The Contracting officer will upload https://www.tms.va.gov/secureauth35/ https://www.tms.va.gov/secureauth35/ ssdjmart331 Highlight the contractor employees’ applicable background investigation forms when the electronic finger prints are transmitted to OPM by the RMC’s HR Office.
10.2.2. The Contracting Officer will notify the Contractor of the results of the SAC. These are normally available five (5) business days after submission.
11. SAFETY AND HEALTH REQUIREMENTS
11.1 While in performance of the resultant contract, the contractor shall maintain safety and health standards compliant with the requirements of the Occupation Safety and Health Administration (OSHA) and adhere to VAAR 852.237-70 Contractor responsibilities.
11.2 Attached is the applicable Environmental Specification Document that is a supplement to the
Division 1, Section 015950 - Safety & Health. This supplement is intended to be used for all construction contracts and service contracts at Goodfellow and applies to all projects where contractors will disturb contaminants.
11.3 Many of the facilities and grounds on the Goodfellow Federal Complex, St. Louis, Missouri have been reported to be environmentally contaminated with varying concentrations of hazardous chemicals/materials. The attached Environmental Specification Document contains a listing of environmental contaminants that have the potential to affect worker safety and health as extracted from the 2013 Tetra Tech, Inc. Occupational Exposure Evaluation Report.
11.4 Contractors whose employees are engaged in work that could potentially put them into contact with, or disturb any and/or all of the environmental contaminants present in such a manner as to make them airborne, shall perform the appropriate hazard assessment and testing to protect their employees according to OSHA 29 CFR 1910 and 1926 regulations. The attached Environmental Specification Document contains hazard assessments, building contaminant locations, construction restrictions, and environmental report locations.
11.5 Prior to beginning any work (after contract award and prior to Notice to Proceed), the contractor shall prepare and submit to the VA Contracting Officer for review, a Site-Specific Safety Plan describing the protective measures they will use. GSA has on staff personnel who can assist with the creation of such plan and will approve all plans. The attached Environmental Specification Document contains a Site-
Specific Safety Plan Checklist.
11.6 In the Site-Specific Safety Plan (SSSP), the contractor is required to outline his or her hazard assessment based on the work to be performed, work practices, engineering controls, personal protective equipment to be worn, etc. This is to demonstrate that the work will control airborne hazards to prevent exposure to contract employees, GSA employees, tenants, visitors, or the environment to be exposed to contaminants.
11.7 It is important to know that the tearing down of the structure of the shelving may generate dust contaminated with heavy metals. The areas between and under the shelving have never been tested or cleaned thus, the contractor needs to assume the same contaminants are there as indicated by the historical wipe sampling data. The contractor should expect a large buildup of dust between and under the racks. Given this assumption, isolation, basic engineering controls and PPE is required. A combination of negative pressure and HEPA scrubbers, and HEPA vacuums should be adequate within an isolated area. This is what the government will be looking for in the contractor's proposal and SSSP.

11.8 Additionally, prior to a subcontractor beginning any work, the contractor shall (1) obtain a statement from each subcontractor verifying the sufficiency of the contractor’s Site-Specific Safety Plan or (2) obtain a subcontractor site specific work/safety plan from each subcontractor describing the protective measures they will use. Upon the contractor's review and approval of each (1) subcontractor statement verifying the sufficiency or (2) subcontractor site specific work/safety plan, the contractor shall submit the approved (1) subcontractor’s statement or (2) subcontractor Site Specific Safety Plan to the VA
Contracting Officer for review.
11.9 The contractor shall remain fully responsible and liable to assure their staff and all subcontractor staff comply with the contractor and subcontractor site specific work/safety plan(s). A copy of the accepted Site-Specific Safety Plan must be available onsite while work is being performed.
12. INVOICE AND PAYMENT
Invoice shall be submitted upon completion in arrears, and shall include at a minimum: Date of invoice, Contract Number, Obligation Number, Vendor Name and Invoice Number.
13. NON-PERSONAL
These services are non-personal. Contractor personnel are not subject to the supervision and control of a
Government officer or employee in accordance with (IAW) Federal Acquisition Regulation (FAR)
37.104(a) (1) (ii). Rather, contractor personnel perform their duties IAW specific tasks outlined in the
SOW. Supervisory functions such as hiring, directing, counseling, and firing of contractor personnel are not performed by the Government. The contractor personnel who furnish services under this contract are subject to Government technical oversight of the services provided. The Government retains the right to reject services and or fees for contractual nonperformance.
14. CONFIDENTIALITY AND NONDISCLOSURE
The Contractor(s) shall not retain any information or personal identifiers that are subject to the Privacy
Act.
15. GOVERNMENT POINT OF CONTACT/CONTRACTING OFFICER REPRESENTATIVE

16. CHANGES TO THE STATEMENT OF WORK (SOW):
Any changes to this SOW shall be authorized and approved only through written correspondence from the
Contracting Officer. Costs incurred by the contractor through the actions of parties other than the
Contracting Officer shall be borne by the contractor. The services specified in this contract may be changed by written modification to this contract. The VA Contracting Officer will prepare the modification.
