This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number is 20205201065 and is being issued as a request for quotation.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07, July 2, 2020.

This is a 100% Small Business Set-Aside, the applicable NAICS code is 811310 with a size standard of $8 million.

The Government is seeking quotes to provide inspection, maintenance and repair services to the roadway, bridge, draft tube, and switchyard cranes to meet power plant operations and maintenance requirements.  The project is located at the United States International Boundary and Water Commission (USIBWC) Falcon Power Plant location at FM2098, 1 Reservoir Rd., Falcon Heights, Texas 78545.

The attachments to this solicitation include: Performance Work Statement (PWS); Respective Drawings; SCA Wage Determination No. 2015-5309, Rev. No. 12, Pricing Sheet; appropriate provisions and clauses to include 52.204-7, 52.204-16, 52.212-1, 52.212-2, 52.212-3, 52.217-4, 52.217-8, 52.252-1, 52.233-2, 52.204-4, 52.204-9, 52.204-13, 52.204-18, 52.212-4, 52.212-5, 52.217-7, 52.228-5, 52.232-40, 52.236-9, 52.245-1, 52.245-9, 52.252-2.

Contractors shall include with their quote a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.  This may also be completed online at SAM.gov.

SITE VISIT: Contractors are encouraged to attend an agency organized site visit. Site visits may be scheduled by contacting Edi Delgado at 956-848-5211 or Edi.Delgado@ibwc.gov. While attending the site visit all contractors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves). Contractors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted.

COVID-19 Requirements: Contractor employees must adhere to all CDC and OSHA COVID19 requirements while on IBWC property and when participating in any type of function associated with this requirement.

In accordance with USACE EM 385-1-1 03.A.06 and OSHA recommended practices, an Infectious Disease Preparedness and Response Plan is required and must be submitted with the Accident Prevention Plan. If the contract does not require an Accident Prevention Plan, The Infectious Disease Preparedness and Response Plan must be submitted within 15 days after award.

Any questions related this solicitation shall be submitted to Lanisa.McCollum@ibwc.gov in writing no later than COB July 31, 2020.  Any questions received after this deadline will not be answered unless deemed significant by the Contracting Officer.
