Q: Can you extend the solicitation end date by one week.


A: After much discussion and weighing the options, our team has decided to keep the current solicitation date of May 25.


 


Q: I am trying to get parts for adapters 28, 29, and 30.  I have run into a problem in getting the parts, what can I do?


A: We have not run into this parts roadblock in other cable adapter buys.  We believe that all parts are available as a result of our market research.  The standard for parts are "brand name or equal".


 


Q:  MIL-T-28800 does not have 7.3 a, b and 1 through 5


A: The engineer is requesting the test results of the standards and tests within that 2 page document uploaded to FBO.gov.  The full Mil Standard can be googled and downloaded from EverySpec.


 


Q: There is labeling called out on drawings SC300975-7452, SC300975-7454, & SC300975-7455.  But there is no label material or identification provided, only what is to go on the label.  If we are to build directly from these three prints, please provide what the label material is that meets the criteria on the drawing?


 


A: On these 3 drawings "brand name or equal" parts can be used.  The label material or identification will fall under this "brand name or equal" standard.

Q: Is "MIL-STD 28800E", located in the SOW on page 42 section 2.1.2(i), correct? I can't find it online.


A: No, it should read "MIL-T-28800E".  An updated SOW has been uploaded to reflect this information.

Q: Can I get drawings for the parts listed on adapters 28, 29, and 30 (5PTV7112-101 or 66446-40]?


A: The Government does not own the drawings for these parts.  They are owned by Tyco. Tyco or Lockheed Martin are sources of supply for purchase of these parts.

 Q: If we utilized shielded twisted pairs is the shielded terminating at pin 21 sufficient? No electrical continuity is required to the backshell?


A: For the 32 adapter cables, if you utilize shielded twisted pairs, they are connecting at Pin 21 to shield and the backshell at the other end.  For the test cables from the drawings, you would follow the drawings as drawn.

Q: Do the cable jackets from the Icore drawings have the same requirements as the adapater cables.


A: Yes, the cable jackets for these cables have the same cable jacket requirements as the cable adapters.


 


Q: The drawing Schematic doesn't indicate an overall shield braid, like the 32 adapter drawings...is that correct?


A: Yes, that is correct.  The drawing shows shielded twisted pair wire. (we only require one shield, either shielded twisted pair or an overall shield) If they don't use twisted pair wire, they will have to provide a shield over the wiring to pin 21 and backshell (refer to drawings for pin 21 and backshell, the cables over 12 inches are not connected to backshell on the other side).


 


CONCERN: The y-transition adapters on page 9 of the SOW depicts a dimension of less than 3"


from the center on the y boot transition to the face of the P1 connector. If you utilized conduit with internal strain relief (also needed for shield termination) fitting, a connector coupler, the P1 connector, there's no way to hold a 3" or less dimension...The y-transition along would be a minimum of 1.5".


 


Engineer advised: this can be done and has been done by other manufacturers.  This is very important due to flexibility requirement. With a short cable and boot over 3 inches it does not pass the flexibility requirement.


 


Q: What is the source of supply/ Cage Code for part numbers P100005-0001, 153244-04166-01, P140449, 103374-350013, P100000-0003, 1033374-350025, 103374-350013?


A: The SOW and answered questions posted on FBO.gov for this requirement state that brand name or equal substitute parts are permissible when manufacturing these cables subject to approval at technical evaluation.  Tyco electronics is one of the possible suppliers of these alternative parts.  The part numbers listed are Icore's, however as I previously stated substitutions are permissible.

Q: Does the outer cable jacket have to be convoluted conduit only?
A: The cable jacket must be a convoluted tubing conduit with abrasion protection.

Q: Do I purchase the self-test plug and 2 test cables from Icore?
A: The JEDMICs drawings are provided so that you can manufacture these cables yourself.  It is not a requirement to purchase these cables from Icore.

Q: Attachment C, page 42, section 2.1.2.i - States the cable jacket to be convoluted tubing - would that also apply to the Y transition material needed for the branched cable assemblies?


A:  The "Y" transitions are boots, which are common from many manufacturers such as Tyco electronics. 


 


Q: Attachment C, page 42, section 2.1.2.e, - States the shorting cap backshells will be no less than 1.0" and not more than 1.5" - we assume that's referring to the overall backshell length - is that correct?


A: Yes


 


Q: Please advise if the response due date can be extended one month to allow for a proper response


A. Unfortunatly we are unable to extend the solicitation an additional month.  The response date has already been extended to close on May 25, extending the solicitation 2.5 weeks.


 


Q: Where do the interior twisted pair/ sheilded wires connect to?


A: All shielding is connected to pin 21 and backshell "EXCEPT the test cables, 30' and 5' cables"  which are only connected to pin 21 and not connected to the backshell.


 


Q: What material should be used to meet the requirements of "m"


A: Anything that can fulfill the marking requirements as well as withstand 250 pounds, such as stainless steel.

Clarification:


It is the Government's intent that the sample cables requested for technical evaluation be a preexisting cable(s) demonstrating the salient characteristics.  If you have a cable that demonstrates all characteristics in one, that is permissible.  However, if you need to send in more than one cable to cover all characteristics, that is also allowable. For instance, one cable may demonstrate only flexibility.  A second cable may demonstrate the cable jacket requirements.  If utizing more than one sample cable, please label each cable with which characteristic(s) it demonstrates.


The US Government will not reimburse any costs associated with manufacturing samples as it is our intent that previously manufactured cables be utilized to demonstrate technical capability.


Understanding that this requirement may have been unclear, please send in a sample cable(s) that meet the following standards in addition to flexibility:


•c.       Each cable shall include internal strain relief which is free from external hardware.


•e.      Self-Test Plug enclosed back shell (Shorting Cap Back shell) will be no less than 1.0 inch and no more than 1.5 inches.


•f.        All connectors and components shall be void of any sharp protrusions that will snag on other objects.


•g.       Cable jacket shall be non-elastomer.


•h.      Cable jacket shall not snag or fray.


•j.        Thread primer/sealer compound shall be applied upon final clocking (tightening of all threaded assemblies) of cable assembly.


•k.       Shield terminations shall be in accordance with production level drawing schematics.


•l.Spare wires shall be populated in accordance with the individual production level drawings.


•m.     All Self-Test Plugs shall be laser etched and cables marked with non-shrink, non-adhesive, self-positioning (i.e. not fixed position) ID Markers with crush resistance of 250lbs.


•n.      All cable legs will be marked with non-shrink, non-adhesive, engraved and filled or laser etched.


•o.      Cable labels must have an UID, Cable Name, Part Number and Cage Code.


•p.      Cable, Adapter and plug markings shall be of permanent means engraved or laser etched on non-fixed label and/or each leg. See production level drawings for specifics.


•q.      All Self-Test Plugs and (ST1) shall be engraved and filled or laser etched on enclosed back-shell.


•r.        All connector ends which do not have attached Self-Test Plugs shall have a rubber Dust Cap which is permanently attached to the cable.


•s.       The Self-Test Plug/Dust Cap attachment shall provide 360 degree rotation (see drawings for image details).


•t.        The Self-Test Plug/Dust Cap connection to cable shall provide no less than 6 inches but no more than 9 inches distance between the connection point and the Dust Cap.


 


 


Technical Testing documentation shall include:


Lanyard Strength, Capability testing, and the following:


•b.      All cables shall have an internal strain relief and provide a minimum of 80 lbs of strain relief for 10 minutes without stretching or elongating more than 5%.


d.    All attached Self-Test Plugs/Dust Caps of the cable shall provide a minimum of 50 lbs. of tensile strength without breaking.


•u.      Cable jacket (convoluted tubing) shall be abrasion, chemical and heat resistant. Must meet or exceed (Temperature MIL-STD 28800E Test method 7.3 a, b and 1 through 5).


•v.       Storage Temperature: -51C to 71C
Operating Temperature: -40C to 71C
Storage Altitude: 40,000 feet
Operating Altitude: 15,000 feet

Additional Information in response to questions:


The 32 adapter cables are in inches and the 2 On attachment B of the SOW the adapters 1 through 32 are in inches.  The test cables are in feet.


Samples of the test cables do not need to be full length.


The 2 test cables and the 1 self-test plug do not require new drawings to be generated.  The Government's expectation is that you build these cables from the existing drawings.


You are allowed to use brand name or equal parts of those listed in the JEDMICS drawings, subject to the technical manager's approval at time of techical evaluation.  Equivalent/substituted parts must be of the same or better quality to be considered technically acceptable. Substite parts are addressed in Attachment C, 2.1.1 of the statement of work. As well as 2.2 of the statement of work.

ATTENTION


This solicitation is being extended from May 7 to May 25 due to a new specification.  PLEASE NOTE: The overall adapter cable length shall not exceed 13 inches.  To clarify, the length of the adapter cable while connected to its self-test plug shall not measure more than 13 inches.


Additionally, JEDMICS drawings are available on the JEDMICS website.  If you do not have access to this website you can email your signed DD Form 2345 to Shelly Bachison shelly.bachison@us.af.mil and Emily McCollaum emily.mccollaum@us.af.mil and we will send you a copy of the drawings.

A question has come in requesting clarification of the small business set aside.  This requirement is a small business set aside for any company that is classified as a small business under NAICS code 335931.  The solicitation has been modified to reflect this classification.

Added: Apr 06, 2018 2:51 pm The Hill AFB, Ogden Air Logistics Complex, SMXS/MXDPAB Multiplex Bus Fault Isolator (MBFI) program's purpose is to purchase a quantity of test adapter cable sets to satisfy the needs of the F-22 maintainers. The overall test equipment consists of the adapter cables specific to the F-22.  The F-22 cable sets provide connectivity from the MBFI test equipment to the aircraft without the risk of damage to sensitive components. The adapter's and cables being acquired by this program must be of the highest quality products and manufactured to the highest quality standards as specified in this Statement of Work (SOW) and attachments A, B and C.
