1. PURPOSE. Hill AFB, Ogden Air Logistics Complex, SMXS/MXDPAB Multiplex Bus Fault Isolator (MBFI) program is to purchase a quantity of 19 test adapter cable sets, consisting of 32 cable adapters, 1 self-test plug and 2 test cables each, to satisfy the needs of the F-22 maintainers. The overall test equipment consists of the adapter cables specific to the F-22. The F-22 cable sets provide connectivity from the MBFI test equipment to the aircraft without the risk of damage to sensitive components. The adapters and cables being acquired by this program must be of the highest quality products and manufactured to the highest quality standards as specified in this Statement of Work (SOW) and attachments A, B and C.

1.1. SCOPE. This SOW defines the contractor tasks and requirements for quality, fabrication, production, management, and delivery of the adapter cables and/or equipment.

2. SPECIAL REQUIREMENTS

2.1. Product Requirements: Cable assemblies shall meet product specifications of bend-ability, abrasion resistance, temperature resistance, etc., as defined in this document as well as the attachments listed below.

· Attachment A, MBFI production level cable drawings list and self-test plug provided for solicitation purposes.

· Attachment B, Product Specification for MBFI adapter cables and self-test plugs.

· Attachment C, MBFI production level cable drawings and self-test plug provided for solicitation purposes.

2.2. Design Drawings. In accordance with (IAW) DI-SESS-81003E (CDRL A001) and MIL-STD-31000A the contractor shall provide level III drawings owned by the Government with unlimited rights to data. Delivery of drawings will be upon approval of final design. Suitable substitutions for part numbers listed on all drawings will be accepted subject to approval of the Technical Program Manager prior to award.

2.3. Delivery. The contractor shall deliver 19 finished cable sets consisting of 32 cable adapters, 1 self-test plug and 2 test cables each. Deliveries shall be made IAW the following delivery schedule: 26 weeks after date of contract.

2.4. Program and Engineering Management. Overall responsibility and approval resides with the Hill AFB PZIMC Contracting Office. No conversation, recommendation, or direction, whether given directly or implied by Government personnel or representatives, will affect the scope, schedule, or price of the program covered by this SOW nor shall be acted upon by the contractor unless specifically directed in writing by the Contracting Officer (CO).

2.5. Contractor Management. The contractor shall plan, direct, coordinate, monitor, evaluate, and control contractor tasks specified in this purchase description. The contractor shall notify Government management, by email, of management problems requiring Government action.

3.1.1. The contractor shall ensure proper protective measures and training are taken to ensure that no ozone depleting substances (ODS) are utilized.

Production Level Drawings List

1. Each cable set will consist of 32 Cable Adapters, 1 self-test plug (Line item 3, previously fielded), and 2 test cables (Line item 1 & 2, previously fielded), as follows:

2. Production level drawings are provided for this effort and include all items listed below. The following table provides the part numbers and quantities per set.

3. In the case of conflict, the purchase description document will supersede the production level drawings.

5. The contractor will provide level III drawings owned by the government with unlimited uses rights to be submitted to JEDMICS, with drawing number and cage code.

MBFI F-22 Adapter Cable and Self-Test Plug Sets

1 SCOPE

This document specifies the minimum requirements for nineteen (19) Multiplex Bus Fault Isolator (MBFI), F-22 Cable Sets consisting of thirty-five total cables: (32) adapter cables with self-test caps, (2) Test Cables and (1) Self-Test Plug.

2 REQUIREMENTS

2.1 PERFORMANCE CHARACTERISTICS

2.1.1 Compatibility. The delivered cables and self-test plug shall be built in accordance with production level drawings identified in the Statement of Work (SOW). Suitable substitutions for part numbers listed on all drawings will be accepted subject to approval of the Technical Program Manager prior to award.

2.1.2 Performance Requirements. Unless otherwise specified, the delivered cables and self-test plugs shall meet or exceed all characteristics listed below.

a. All measurements, finds, and flags given in the production level drawings provided shall be verified by the Manufacturer before delivery and before first production testing evaluation.

b. All cables shall have an internal strain relief and provide a minimum of 80 lbs of strain relief for 10 minutes without stretching or elongating more than 5%.

c. Each cable shall include internal strain relief which is free from external hardware.

d. All attached Self-Test Plugs/Dust Caps of the cable shall provide a minimum of 50 lbs. of tensile strength without breaking.

e. Self-Test Plug enclosed back shell (Shorting Cap Back shell) will be no less than 1.0 inch and no more than 1.5 inches.

f. All connectors and components shall be void of any sharp protrusions that will snag on other objects.

g. Cable jacket shall be non-elastomer.

h. Cable jacket shall not snag or fray.

i. Cable jacket (convoluted tubing) shall be abrasion, chemical and heat resistant. Must meet or exceed (Temperature MIL-STD 28800E Test method 7.3 a, b and 1 through 5).

j. Thread primer/sealer compound shall be applied upon final clocking (tightening of all threaded assemblies) of cable assembly.

k. Shield terminations shall be in accordance with production level drawing schematics.

l. Spare wires shall be populated in accordance with the individual production level drawings.

m. All Self-Test Plugs shall be laser etched and cables marked with non-shrink, non-adhesive, self-positioning (i.e. not fixed position) ID Markers with crush resistance of 250lbs.

n. All cable legs will be marked with non-shrink, non-adhesive, engraved and filled or laser etched.

o. Cable labels must have an UID, Cable Name, Part Number and Cage Code.

p. Cable, Adapter and plug markings shall be of permanent means engraved or laser etched on non-fixed label and/or each leg. See production level drawings for specifics.

q. All Self-Test Plugs and (ST1) shall be engraved and filled or laser etched on enclosed back-shell.

r. All connector ends which do not have attached Self-Test Plugs shall have a rubber Dust Cap which is permanently attached to the cable.

s. The Self-Test Plug/Dust Cap attachment shall provide 360 degree rotation (see drawings for image details).

t. The Self-Test Plug/Dust Cap connection to cable shall provide no less than 6 inches but no more than 9 inches distance between the connection point and the Dust Cap.

u. Each cable shall contain spare wires that facilitate reparability (Coaxial and Twinax cable).

v. Storage Temperature: -51C to 71C Operating Temperature: -40C to 71C Storage Altitude: 40,000 feet Operating Altitude: 15,000 feet

w. The cables shall perform without degradation when deployed out-of-doors, unprotected from blowing rain.

2.1.3 CABLE FLEXIBILITY

2.3 ENVIRONMENTAL CONDITIONS

The MBFI cables shall operate as stated in 2.1.2 letter “v”.

2.4 DESIGN AND CONSTRUCTION

Design and construction shall be in accordance with best Institute of Electrical and Electronics Engineers (IEEE) industry practices. All components shall be current technology and currently available. Suitable substitutions for part numbers listed on all drawings will be accepted subject to approval of the Technical Program Manager prior to award. Design recommendations shall be approved by the 309 SMXG/520 MXDPAB Technical Program Manager. The design must not have any screws, nuts or potential FOD. The non-elastomer conduit must be free of snagging. The quality must meet the standards stated in the SOW and attachments to satisfy the customer requirements.

2.4.1 Reliability. All cables, adapters and self-test plugs shall last a minimum of 15 years with minor maintenance, and proper storage and upkeep.

2.4.2 Maintainability. All cables, adapters and self-test plugs shall be made to be field repairable for minor repairs if correct tools are used.

2.4.3 Quality of Materials and Production. All cables, adapters and self-test plugs shall be designed as stated in this SOW.
