About this opportunity
The United States Naval Observatory (USNO) seeks to procure an external cavity diode laser (ECDL) and atomic beam ovens to support its research and development of new clock technology for future integration. The ECDL must be compact, stable, and robust, with specific technical requirements such as center wavelength, tuning range, and linewidth. The USNO also requires three strontium and two calcium atomic beam ovens to support optical spectroscopy using a 431 nanometer transition. The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, intends to solicit and award a commercial firm-fixed-price, sole source purchase order for these items under FAR Part 13, Simplified Acquisition Procedures. The authority for the sole source award is FAR 6.302-1, as the USNO has determined that AOSense, Inc. is the only responsible source that can meet the agency's requirements.
This procurement is not set-aside and does not have a specific NAICS or PSC code listed. The total estimated cost is redacted, and the required delivery date is 3-4 months from the award. The place of performance is the United States Naval Observatory in Washington, DC.
Notice text
The United States Naval Observatory (USNO) is the authoritative source of time for the Department of Defense. For this purpose the USNO’s Precise Time Department maintains an ensemble of high-performing atomic clocks that is used to generate precise time. Because of the lack of commercial vendors for the highest performing clocks, stocking the clock ensemble with systems based on cutting-edge technology requires that these systems be designed and built in-house.
The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to solicit and award a commercial firm-fixed-price, sole source purchase order for the procurement of a cold source atomic beam oven(s) and diode laser system in support of the United States Naval Observatory (USNO), under FAR Part 13, Simplified Acquisition Procedures for Certain Products and Commercial Services. The Government intends to solicit and negotiate with only one source, AOSense, Inc. The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
