The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a sole source Firm-Fixed Price contract for EU-ME2 Ultrasound Processor for the Fayetteville VAMC, to Alliant Healthcare in accordance with 41 U.S.C. §3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source.
This is not a request for competitive offers and no solicitation is available. Market research has determined that the product or services are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract with an estimated effective date of or about 22 June 2018 to Alliant Enterprises, LLC, 333 Bridge Street NW, Suite 1125, Grand Rapids, MI, 49504; Cage Code 3Y2R6.
VISN 6 had a previous requirement to lease endoscopic equipment from Olympus America in accordance with DUSHOM Policy Memo Dated 6 Dec 2010 which mandated standardization and Leasing of endoscopic equipment. As required, VISN 6 executed a lease with Olympus America for endoscopic equipment as it had previously standardized upon. During FY 2016 all VISN 6 Olympus Scope Leases were bought-out for a long term multi-million dollar future cost savings initiative which equated to $14.8M over approx. 6 years.
Additionally, Olympus had previously announced that they would no longer support the software infrastructure (EndoWorks) necessary for the scopes and hardware in early calendar year 2018. As a direct result of such notification, VISN 6 sought and awarded a $1.5M VISN Level Contract for a replacement system and subsequent $1.1M Maintenance/Support Contract for the system that goes into effect post installation all spec d to Olympus Brand Equipment in inventory.
This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. This announcement closes NLT 22 Jun 2018 at 0700 PM EST. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
