About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure engineering and geodetic analysis services on a sole source basis from the Massachusetts Institute of Technology (MIT) Haystack Observatory. The proposed work will support the life-cycle replacement of the digital backend of the Kokee Park 20-meter radio telescope, which provides critical measurements for the Department of Defense and the public. The contract will be a firm-fixed-price arrangement, with quotes due by July 18, 2024. The Government intends to evaluate quotes and award a contract based on the most advantageous offer, with price and technical capability being the primary evaluation factors.
This is a total small business set-aside procurement. MIT Haystack is the only institution capable of validating and securely transferring critical data from international sources within the required timeframe to support the Department of Defense's Continuity of Operations Plan. The period of performance is from September 27, 2024 to March 31, 2025. No travel costs are anticipated, and the work will be performed in Westford, MA.

The proposed acquisition is for engineering and Geodetic Analysis Services for which the Government intends to solicit and negotiate a Firm Fixed Price contract on a sole source basis under the authority of FAR 13.501(a)(1)(i). This requirement will be solicited on a sole source basis with approval from the Small Business Administration to Massachusetts Institute of Technology, MIT. This notice of intent is not a request for competitive proposals. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals. All bids, proposals, or quotations received by the closing response date will be considered by the Government.
