Source Selection Information – See FAR 2.101 and 3.104

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

Through international agreements with the International VLBI Service (IVS) The NEOS correlator at USNO agrees to correlate IVS sessions that contain international baselines coming from Russia and China. By buffering, inspecting, and validating such data at MIT before making it available to the DiFX correlator the vulnerability of accepting such data is mitigated, which will reduce the risk of reliance on EOP foreign data sources and has important ramifications for DoD Continuity of Operations Plan.

Other information to support a sole source action:

MIT Haystack is a unique institution in that the standard format that all present and future IVS data uses was developed and maintained at MIT Haystack. MIT Haystack was awarded the rebuild of the new broadband signal chain of the 20-meter antenna at KPGO into the larger VLBI network and this contract will integrate said system into IVS network.

Additionally, Market Research determined that no other institution, government or private, is capable of providing the data validation in the time required, therefore USNO must work with MIT to obtain the secure transfer services. MIT is the only source capable of supplying the required services.
