About this opportunity
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA) has an urgent and compelling requirement for electrical support services on its Navigation Response Vessel S3006. The key contract requirements include replacing the vessel's navigation and communications equipment, conducting a complete electrical survey, servicing the fuel tank, and replacing various mechanical components. This work is needed to return S3006 to operational readiness as quickly as possible, as it is the only NOAA Navigation Response asset in the Pacific Northwest. The contract will be awarded on a firm-fixed-price basis using a Lowest Price Technically Acceptable (LPTA) evaluation approach. Offers are due by 11:00 AM Eastern on June 14, 2024, and the anticipated award date is on or about July 1, 2024.
This is a 100% small business set-aside solicitation under NAICS code 488390. No information is provided on potential incumbent contractors. The contract value and budget range are not specified. The work shall be performed at the contractor's facility or a mutually agreed upon location, with the government delivering and retrieving the vessel. The period of performance is 30 days after contract award, with potential extensions as needed.
Notice text
Navigation Response Branch has an URGENT and COMPELLING requirement for:
- replacement of the navigation and communications equipment
- a complete electrical survey of all electrical circuits and components
- polishing the gasoline in the fuel tank
- replacement of the shift and throttle cable for the outboard engines
- replacement of the scuppers with a ball-type scupper
- option for growth identified and reported in Condition Found Reports during the contract execution phase
These work items are needed to return NRT-Seattle's vessel S3006 to operational readiness following the sinking of the vessel at the dock. S3006 is the only NOAA Navigation Response asset in the Pacific Northwest. In the current condition, there are no assets immediately available to respond to events such as downed aircraft, sunken vessels, or other natural or man-made disasters that impact waterways in the Pacific Northwest. It is critical to return S3006 to operational readiness at the earliest opportunity.
