Statement of Work (SOW) for Nav & Comms Equipment and Electrical Support Services for Navigation Response Team Vessel – Seattle (S3006)

1.BACKGROUND:

The National Oceanic and Atmospheric Administration (NOAA) is one of several bureaus that comprise the U.S. Department of Commerce, a cabinet level agency of the executive branch of the United States of America. On April 13, 2024, a 30’ NOAA Navigation Response Team hydrographic survey vessel (S3006) was reported submerged at the dock. The NOAA National Ocean Service (NOS) Office of Coast Survey (OCS) urgently requires navigation and communications equipment and a thorough survey of all electrical systems on the vessel.

The purpose of this contract is to return S3006 to operational readiness as quickly as possible following its sinking at the dock (freshwater).

2.SCOPE:

2.1 The contractor shall conduct an electrical survey for all the vessel’s electrical systems to determine which circuits and components need to be replaced and which ones remain safe and operational. Provide a Condition Found Report that documents which circuits and components require replacement. Include itemized replacement parts and labor costs for items identified in the electrical survey as needing replacement.

2.2 The contractor shall purchase the following Communications and Navigation Equipment and install it per the manufacturer’s recommendations once all electrical circuits are deemed safe for use. Note: this may require a contract mod to award the additional parts and labor costs to correct faulty circuits and components identified in Item 2.1 before the purchased Communications and Navigation Equipment may be installed. Communications and navigation equipment shall be NMEA2000 compliant to the greatest extent practicable. New equipment shall be installed in the same location as the equipment being replaced.

2.2.1 - Two (2) Digital Selective Calling (DSC) capable VHF-FM radio/hailers.; GPS position fed to VHF radios.

2.2.2 - One (1) Loudhailer speaker integrated with one of the VHF radios.

2.2.3 - Two (2) 6dB VHF antennas with stainless steel ratchet-type mounting system.

2.2.4 - Multifunction Display (MFD) GPS plotter/depth sounder/radar combination with all associated antennas and transducers.

2.2.5 - Flux gate compass with display. Integrate the flux gate compass heading into the MDF as a secondary heading source.

2.2.6 - Class B Automatic Identification System (AIS). Integrate with the MFD.

2.3 The contractor shall polish the gasoline in the fuel tank to remove any water and impurities in the tank.

2.4 The contractor shall remove the flapper style scuppers from the stern of the boat and install ball-type scuppers that are compatible with the vessel’s scupper tube, T-H marine Flow-Max Ball Scupper or equivalent. Install the scuppers per the manufacturer’s recommendations.

2.5 The contractor shall remove the existing mechanical shift and throttle cable and replace with a new, low-friction shift and throttle cable.

3. Period of Performance Work shall be completed within 30 days after contract award. The period of performance may be extended when warranted, such as to address items submitted to the Government in Condition Found Reports. The period of performance may only be extended by a fully executed contract modification.

4. Place of Performance S3006 is home ported in Seattle, WA at the NOAA Western Regional Center. All work shall be accomplished at the contractor’s facility or a mutually agreed upon location to be determined and documented at contract award. NOAA shall deliver the vessel to the contractor’s facility or agreed upon location, and NOAA shall retrieve the vessel at the same location at the end of the period of performance.

5. Government Furnished Equipment The Government will deliver S3006 on its trailer to the agreed upon location at a date and time agreeable to the Contractor and Government.

Fuel tanks will have residual fuel.

Vessel as-built drawings will be provided upon request.

6. COR Designation

To Be Determined At Award is the Government’s Contracting Officer Representative (COR). In this capacity, this person will inspect and accept services rendered in this contract on behalf of the Government.

The COR is not authorized to make any commitments or otherwise obligate the Government or authorize any changes, which affect the contract price, scope of work or terms or conditions.

Any Contractor request for changes shall be referred to the Contracting Officer directly or through the COR. No such changes shall be made without the prior authorization of the Contracting Officer. The COR may designate an assistant COR to act for them by naming such assistant in writing and transmitting a copy of such designation through the Contracting Officer to the Contractor.

7. Invoicing Invoices shall be submitted via IPP.gov

8. Security Requirements The Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required.

The contractor will not access, store, process, or transmit any government privileged information. The contractor will not have access to any non-public government information systems or networks.
