About this opportunity
This Special Notice solicits capabilities for an electric loads analysis of a Gulfstream G-4 aircraft to support modifications by NASA's National Space Science Center. The Center intends to issue a sole source contract to Gulfstream Aerospace Corporation to develop electric loads analysis products and drawings.
The Notice seeks interested parties to submit capabilities and qualifications in writing by February 19, 2024 to be evaluated for potential full and open competition of the requirement. Key requirements include an electric loads supplement and associated drawings defining the electrical load needed to modify the aircraft to support three new airborne synthetic aperture radars and mission support equipment. Delivery of final products is required within 15 days of contract award. Oral communications will not be considered in response. Eligible contractors may submit qualifications for the Agency to determine whether to conduct a competitive procurement.

NASA/NSSC has a requirement for Electric Loads Analysis for the G-4.
NASA/NSSC intends to issue a sole source contract to Gulfstream Aerospace Corporation, 500 Gulfstream RD,
Savannah, Georgia 31408-9643 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that
Gulfstream Aerospace Corporation is the sole provider of Electric Loads Analysis for the G-4.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Armstrong
Flight Research Center (AFRC).
The Government intends to acquire commercial items and services using the provisions, clauses and procedures
prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code for this procurement is 541330.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the
identified point of contact not later than 4:00 p.m. Central Standard Time on 2/19/2024. Such
capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this
procurement on a competitive basis. A determination by the Government not to compete this proposed effort on
a full and open competition basis, based upon responses to this notice, is solely within the discretion of the
government.
Oral communications are not acceptable in response to this notice.
