This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The Solicitation number is: OPM2612Q0044 and is issued as a Request for Quotes (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-57 dated March 15, 2012.
The North American Industrial Classification System (NAICS) code is 611430 and the small business size standard is $7.0 million. This procurement is restricted, allowing only small businesses to submit proposals.
OPM's Management Development Centers (MDC's) provide cutting edge, research-based, interagency Management and Leadership training to government professionals. MDC courses showcase knowledge, skills, and insights from the perspective of government leadership and are linked specifically to OPM's Leadership Competencies and Executive Core Qualifications. They are developmental in nature and are designed specifically for individuals working at defined levels of responsibility. The OPM mission here is to prepare talented individuals for high level responsibilities in government and to ensure that the U.S. public is served by a highly skilled and knowledgeable government.
In support of its mission, OPM requires one or more highly-qualified contractors to provide a full-day Myers-Briggs Type Indicator (MBTI) session for up to (4) single-agency Leadership Assessment Programs (LAP I) for Department of Defense (DOD) employees, up to (6) LAP I deliveries for the Department of Veteran's Affairs, up to (7) open enrollment LAP I deliveries, and approximately (3) other possible deliveries in FY13.
(OPM) intends to award one or more Firm-fixed Price purchase orders to the contractor(s) that represent the best value to the government. The contractor(s) shall provide all labor, incidental materials, and other services necessary to render services under the resulting contract, see Summary of Requirements detailed below. The period of performance is from the date of award through September 30, 2013.
Offerors are invited to submit their proposals to OPM-Contracting Group in response to this notice by 12:00 PM Eastern Standard Time (EST), July 23, 2012. Only e-mailed requests for additional information will be accepted at Shannon.Kennedy@opm.gov through 12:00 PM EST, July 16, 2012. Proposals submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to Shannon.Kennedy@opm.gov. Communication with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the solicitation and/or exclusion of your proposal from this solicitation.
