This solicitation is for the procurement 24 hour a day, seven (7) day per week, 365 days per year (24/7/365), Marine-specific call center, providing phone, chat, and video-telephone capability for anonymous, non-medical, short-term, solution-focused counseling for circumstances across the "Stress Continuum", including but not limited to stress and anger management, grief and loss, the deployment cycle, parent-child relationships, couples communication, marital issues, relationships, relocations, and suicidal crisis. For Marine & Family Programs Division (MFC). The Government is accepting proposal in accordance with the solicitation.

Synopsis - M00264-16-R-0018
This synopsis is not a request for quotes/offers/proposals. This is a pre-solicitation notice that a solicitation is scheduled to be released via the Government Point of Entry (GPE), FedBizOpps (www.fbo.gov) on or around June 24, 2016. The scope of this effort is to provide a 24 hour a day, seven (7) day per week, 365 days per year (24/7/365), Marine-specific call center, providing phone, chat, and video-telephone capability for anonymous, non-medical, short-term, solution-focused counseling for circumstances across the "Stress Continuum", including but not limited to stress and anger management, grief and loss, the deployment cycle, parent-child relationships, couples communication, marital issues, relationships, relocations, and suicidal crisis. The counseling approach is psycho-educational, which helps participants learn to anticipate and resolve challenges associated with the military and post-active duty lifestyles. This non-medical support is aimed at increasing resilience and preventing the development or exacerbation of mental health conditions that may detract from military and family readiness.
In response to M00264-16-RFI-0018, the Government received five (5) response of which three (3) were found capable of meeting this requirement. Based on this information, the proposed acquisition will be a 100% small business set aside. The Deputy for Small Business Programs has reviewed and concurs with this classification. The associated North American Industry Classification System (NAICS) code for this requirement is 624190.
This is not a request for responses. This announcement is a pre-solicitation notice only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will solicit and award the resulting contract utilizing acquisition procedures, in accordance with FAR Part 15. It is the Government's intention to issue a single firm-fixed price contract. The Government intends to award a single award, on an all or none basis. A closing date for receipt of proposals will be reflected in the solicitation. All terms and conditions will be included in the solicitation.
Conducting Business with the Government: In order for contractors to conduct business with the Department of Defense, the contractor must be registered in the System for Award Management (SAM) database. Information on registering in SAM may be obtained by calling (866) 606-8220 or via the internet at http://www.sam.gov. When available, the solicitation documents for this requirement will be accessible via FedBizOpps at www.fbo.gov. It is the responsibility of the offeror to monitor the specified GPE for the solicitation and any amendments. No CDs or hard copies will be available. Offerors are responsible for checking the referenced page for any update(s) to the Notice. The Government is not responsible for any loss of Internet connectivity or for an offerors inability to access the document posted at the referenced website.
