The Department of Labor, Mine Safety & Health Administration, intends to award a sole source contract under the authority of as implemented by FAR 13.106-1(b)(1)(i) - For purchases not exceeding the simplified acquisition threshold. Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name or industrial mobilization), to Document Integration Systems, Inc., 6270 South Colorado Boulevard, Centennial, Colorado 80121 for a time and materials service contract that covers ongoing support of the Office of Injury and Employment Information (OIEI) Data Capture/Scanning System located in Denver, Colorado. The OIEI is responsible for handling and processing the reports required by 30 CFR, Part 50 of operators and contractors of the mining community. OIEI summarizes data based upon work locations, accident classification, part of body injured, nature of injury, occupation, and coal or metal/non-metal, etc. reported by operators of mining establishments concerning work injuries. Related information on employment, work time, and operating activity is also handled by this office. Information collected is used by MSHA Enforcement to evaluate and develop mine safety and health standards and programs that benefit the industry. Document Integration Systems originally designed the data capture/document imaging system and designed an interface to facilitate accurate capture of data received from mine operators. Document Integration Systems, Inc. serves as a liaison with the hardware and software manufacturers, Cardiff and Hummingbird, to ensure upgrades or system patches will not affect the data capture functionality. Work will be performed at U.S. Department of Labor, Mine Safety and Health Administration, Denver Federal Center, One Denver Federal Center, Building 25, E-18, Denver, Colorado 80225 and in some cases can be done remotely. This action will result in a firm fixed price contract. The period of performance will commence on or about October 1, 2014 for a twelve (12) month period ending on or about September 30, 2015. The NAICS code for this requirement is 541511 with a size standard of $25.0.
This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals.
