The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-69. The solicitation is a set-aside 100% for small business according to NAICS code 611430, $7.0million..

The Department of Veterans Affairs (VA) has a requirement for contractor provide Dialectical Behavioral Therapy (DBT) training at both the VA Loma Linda Healthcare System and the VA Long Beach Healthcare System medical center facilities.



Each facility is seeking two (2), five (5) day on-site, in-person DBT training sessions. The 5-day training sessions are not to be held consecutively.



The total cost of each of the onsite, in-person training sessions for each facility shall include the cost of labor, travel and lodging for the trainers who are conducting the training.



Each medical center facility shall provide the training location (conference room or auditorium). The medical center facility shall also provide audio and visual (A/V) equipment (i.e., laptop/PC, projector, screen, A/V cart, etc.).

After initial registration, the Contractor must review all data annually to ensure it remains current. Noncompliance with this requirement will preclude the exercising of any option periods that may be included in the contract and will be cause for termination of the contract at such time noncompliance is discovered. NOTICE TO OFFERORS

The awarded Contractor is advised that only the Contracting Officer, acting within the scope of the contract, has the authority to make changes that affect the contract in terms of quality, quantity, price or delivery.

In the event the Contractor initiates any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment shall be made in the contract price to cover any increase of costs incurred as the result of the change.

GENERAL INSTRUCTIONS FOR SUBMISSION

Contractor's shall submit a technical proposal for evaluation containing the following:

a. The contractor must submit one (1) copy of a technical proposal for evaluation. The technical proposal must provide sufficient information to demonstrate the capabilities to satisfactorily perform the work detailed in the work statement. It must address evaluation criteria as listed in 52.212-2 - Evaluation - Commercial Items.

b. No cost information shall be included in the technical proposal. Cost proposal shall be provided on the Schedule of Services and Prices/Cost. The cost proposal shall contain all information relative to cost and pricing.

c. The contractor must complete FAR 52.212-3 Offeror Representations and Certifications Items with their proposal.

d. Delivery of Proposal: All completed signed copies of proposals shall be emailed to Rebecca.Gloria@va.gov
