Under the authority of 41 U.S.C. 3304(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, the Naval Undersea Warfare Center Division, Keyport intends to solicit and award a sole source contract for Teradyne Di-Series Digital Test Instruments (DTI). Only one source will satisfy agency requirements. A firm fixed price contract will be issued to Teradyne, Inc., North Reading, MA. This procurement includes replacement of five 48-channel M9-series DTI with five 48-channel Di-Series DTI, replacement of the M9-series central resource board with the Di-Series utility instrument, installation of the Di-Series guided probe and cable kit with associated 76-pin mini-coax funnel interfaces, and update of the system self-test.
This requirement is being issued as a synopsis for commercial products in accordance with FAR 5.203. This announcement constitutes the only synopsis. A Sources Sought was issued via the Federal Business Opportunities website on June 29, 2017. Two (2) responses were received in response to the Sources Sought notice, one of which was from Teradyne, Inc. The vendor respondent, other than Teradyne, Inc., did not adequately address the requirements detailed in the Statement of Work.
The solicitation number for this requirement will be issued as a Request for Quote (RFQ) N0025317Q0184. The Defense Priorities and Allocations System (DPAS) rating for this requirement is DO-C9. The applicable NAICS code for this requirement is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a size standard of 750 employees. This notice of intent is not a request for competitive proposals. Responses to this notice should reference solicitation N0025317Q0184 and must be received by August 6, 2017 5:00pm Pacific Time.

The Naval Undersea Warfare Center Division, Keyport is issuing this sources sought notice as a means of conducting market research to identify parties having the resources and interest to support an upgrade of a Teradyne Spectrum 9100 Series Test Set in accordance with the attached Statement of Work. The applicable NAICS code for this requirement is 334515 with a small business size standard of 750 employees. The applicable Defense Priorities and Allocations system (DPAS) rating for this requirement is DO-C9.
THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a Request for Proposal (RFP); submission of any information in response to this announcement is purely voluntary and the Government assumes no financial responsibility for any costs incurred.
