About this opportunity
The Defense Logistics Agency Land and Maritime is procuring dew point indicators through solicitation SPMYM225Q2150, specifically seeking two Howell Laboratories Model HLI 9000 MKIV dew point indicators and one Hose and Valve Assembly (Model 9219-G503). This procurement is justified as a sole source acquisition because the HLI-9000 is the only dewpoint monitor used by NAVSEA to certify air banks and systems on boats under their command. Contractors must comply with NIST SP 800-171 cybersecurity requirements unless the items qualify as Commercial Off The Shelf (COTS), and must provide current assessments not more than three years old. The solicitation requires electronic submission through SAM.gov, with specific documentation including CAGE codes, tax liability representations, and manufacturer information. The solicitation was issued on July 3, 2025, with offers due by 10:00 AM on July 9, 2025, and delivery required by October 31, 2025.
This procurement is designated as a total small business set-aside with 100% small business participation required. The sole source justification identifies Howell Laboratories of Bridgton, ME (CAGE code 25795) as the specific manufacturer for the required equipment. The contract value falls within the range of $10,000 to $250,000 based on the accompanying documentation. The delivery destination is TRIREFFAC Receiving Officer in Silverdale, Washington, where government inspection and acceptance will occur. The procurement involves a total quantity of three items: two dew point indicators and one hose and valve assembly, all to be delivered within approximately four months of the solicitation date.
