Synopsis of proposed Detention Services within a 25 mile radius of the Intercontinental Airport Houston, TX for Immigration and Customs Enforcement (ICE)
The US Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Detention Management (DM), Office of Acquisition (OAQ), intends to award a contract for services to operate and maintain a Contractor-Owned/Contractor-Operated detention facility for federal detainees. Location shall be within a 25 miles radius of the Intercontinental Airport Houston located at 2800 North Terminal Road Houston, TX 77032. The detention facility shall be located within appropriate proximity and access to emergency services (medical, fire protection, law enforcement, etc.).
The forthcoming solicitation will be for a Contractor to provide a detention facility which will be used to house detainees taken into custody pending removal proceedings or release on bond or personal recognizance. This also includes food, housing, medical and dental care, clothing, and reasonable recreation facilities for the detainees. Overall, the Contractor shall ensure that the facility operates in a manner consistent the mission of DHS.
The Contractor shall be required to provide and operate a detention facility capable of housing a minimum of 1,000 male or female detainees. Male and female population will be based on ICE operational needs or requirements. The Contractor shall furnish all personnel, management, equipment, supplies, and services necessary for performance of all aspects of the contract requirements.
The solicitation will be posted on or before January 6, 2009. The Period of Performance (POP) will be March 1, 2009 through February 28, 2010, with a 30 day mobilization period. The Contract vehicle will contain a base and four one year options.
