The Food and Drug Administration's Forensic Chemistry Center is seeking a desktop X-ray microtomography system to analyze the internal components of electronic vaping devices and counterfeit electronic nicotine delivery systems. Quotes are due by June 5, 2020 and will be evaluated based on technical acceptability and price, with award as a firm-fixed price purchase order to the responsible offeror providing the lowest price technically acceptable solution meeting the requirements. The selected vendor must deliver, install, and train on the system within 30 and 60 days of award, respectively, and provide a one-year warranty and optional extended maintenance.
This is a total small business set-aside with a place of performance in Cincinnati, Ohio. The solicitation requires the hardware, software, and services necessary to operate the XMCT system. The award will be made within 60 days and the vendor must be able to deliver the system within 30 days of award. Training is required within 60 days of award. The deviation attached adds whistleblower and accelerated payment terms to the acquisition.

The FDA's Forensic Chemistry Center (FCC) requires a desktop X-Ray microtomography (XMCT) system to provide new capabilities to analyze the internal components of electronic vaping devices and counterfeit electronic nicotine delivery systems (ENDS) and components as part of ongoing support for criminal investigations and adverse events, including deaths, associated with vaping pulmonary illness investigations and exploding batteries used in counterfeit ENDS products.
