PRE-SOLICITATION NOTICE

Subject: National HIV / AIDS Reference Laboratory Design / Build Reconstruction Project for the American Embassy Kyiv, Ukraine
The Regional Procurement Support Office - Frankfurt (RPSO-FR), Germany intends to issue a Request for Proposals (RFP) under full and open competition procedures for a qualified construction contractor to renovate a four-story laboratory building.
Design Services by D-B Contractor: The D-B shall perform all design services and furnish all materials for the production and subsequent delivery to the Contracting Officer of the required design and construction documents - including meeting minutes, field investigations, surveys, engineering studies, design calculations, drawings, specifications, cost estimates, etc. - to support the subject reconstruction project.
Construction Services by D-B Contractor: The D-B shall perform all construction services and provide all materials and equipment for the execution of work as described in the design and construction documents produced by the D-B, and accepted by the Government. It will be the D-B's responsibility to apply for and obtain any required building permits from the national, regional, or local authorities in Ukraine, in a timely manner.
RPSO-FR plans to award a firm-fixed price Design - Build Construction Contract in Fiscal Year 2018. The estimated price for this contract is between 1,000,000.00 and 5,000,000.00 U.S. Dollars.
You are encouraged to make your proposal competitive. You are also cautioned against any collusion with other potential offerors with regard to price proposals to be submitted. The RFQ does not commit RPSO-FR to make any award; RPSO-FR may cancel this RFP, or any part of it.
Potential Contractors shall be in possession of all required permits and licenses to work in Ukraine; and, be registered in the Website: System for Acquisition Management (SAM).
NOTE: Registration in the SAM database is mandatory to be considered for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at the help tab of https://www.sam.gov.
Communication, correspondence and documentation must be in the English language. All translations will be at the Vendor's own expense.
It is anticipated that the solicitation package will be issued in April 2018. The solicitation documents will be supplied only upon request; the solicitation documents will not be posted on FBO.
Companies / persons interested in this requirement shall express their interest via written correspondence to David A. Cubitt at email addresses CubittDA@state.gov and FrankfurtRPSO@state.gov, or by fax (49) 69 7535-3329 not later than April 7, 2018. DO NOT TELEPHONE.
All requests for a copy of the solicitation must include the following information:
Name of firm; name of contact, telephone and fax numbers, and email address of Point of Contact; and, complete physical and mailing address of firm (to include zip code).
Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
