About this opportunity

This pre-solicitation notice seeks to procure four Defect Measurement Video Borescopes 6MM from Waygate Technologies USA, LP on a sole source basis. The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue the award to support the Kuwait Air Force's F/A-18 E-F fleet. The video borescopes are required to inspect, analyze, and record data for defects found on internal aircraft engine and airframe surfaces. There is no evaluation criteria as this is not a request for proposals; however, interested parties may submit a response by November 4th for the agency to consider conducting a competitive procurement.

No set-aside designation will be used. Waygate Technologies USA, LP is currently the only validated manufacturer of this support equipment. The sole source award seeks to procure a total of four Defect Measurement Video Borescopes 6MM, PN: XLGOB6120M-N, NSN: 6650-01-583-8302, as procuring an alternate asset would require significant additional development costs and force the foreign military partner to use a non-compatible configuration.

SYNOPSIS

DEFECT MEASUREMENT VIDEO BORESCOPE

6MM (KMU-628/E)

The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue an award on a Sole Source basis with Waygate Technologies USA, LP to deliver a total of four (4) Defect Measurement Video Borescope 6MM, PN: XLGOB6120M-N, NSN: 6650-01-583-8302 in support of the Kuwait Air Force F/A18 E-F FMS platform. The Defect Measurement Video Borescope 6MM is required to inspect, analyze, and record data for defects found on the internal surface areas of the aircraft engine/airframe.

The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. Waygate Technologies USA, LP is the only currently validated manufacturer of this Support Equipment (SE) and to try to develop this “asset" would incur costs that are not expected to be recouped through competition.  Any other sources would require the Government to fund a Preliminary Design Review (PDR), Critical Design Review (CDR), First Article Test (FAT), and a Test & Evaluation (T&E) effort. Procuring an alternate asset would force the FMS Partner to utilize an asset that is not supported, compatible, or interchangeable with the USN-approved configuration.

THE GOVERNMENT DOES NOT POSSESS THE TECHNICAL DATA PACKAGE/DRAWINGS TO ALLOW FOR A COMPETITIVE PROCUREMENT.   

All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS.  A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.  Responses must be received within fifteen (15) days of publication of this notice.
