General Information


The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS) in support of the National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) , Office on Smoking and Health (OSH) intends to negotiate a sole source contract with The Nielson Company, 770 Broadway, New York, NY 10003,to purchase all of the 2014 (as well as 2015, 2016, 2017, and 2018, if options are exercised) television ratings data for tobacco-related television advertising sponsored by state health departments, tobacco control programs, or related not-for-profit foundations, as well as anti-tobacco advertising sponsored by the American Legacy Foundation from the Nielsen Company. Nielsen will provide these data for all Full Disclosure Markets (FDMs). Nielson will also provide access to 600 audio visual interleaves (AVIs), (1-frame/second video copies of ads in the Nielsen data), which will allow CDC/OSH to confirm that ambiguously described ads are actually smoking-related advertising. Finally, CDC will also purchase ratings for Automated Discovery Markets (ADMs), which will be validated for comparability with ratings for smoking-related advertising in the FDMs.


CDC believes that the Nielsen Company is the only available source of DMA-specific ratings that would be able to provide ratings data for tobacco-related television advertising by state health departments, tobacco control programs, and/or related non-for-profit foundations. In order to provide valid estimates of media campaign exposure for each state as part of reporting for the Tobacco Control State Highlights Reports, ratings information is necessary. Ratings data as opposed to occurrence data is the only comparable measure across market areas that would account for population exposure to a particular advertisement.


 


The use of other than full and open competition for this acquisition is conducted under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulations, Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.


This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a Capability Statement demonstrating their abilities to meet this requirement. All responses will be considered. All Capability Statements shall be submitted in writing to CDC Procurement and Grants Office, Attention: Summer Green, 2920 Brandywine Road, Mail Stop 69, Atlanta, GA 30341 or via email to efi6@cdc.gov no later than Monday June 15th, 2015 at 2:00 pm EST.
