Update #1 ·

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Armed Forces Medical Examiner System (AFMES) to negotiate on a sole source bases IAW FAR 13.106 with Siemens Medical Solutions USA, Inc. Only Siemens, of 700 Robbins Street, Philadelphia, PA 19111-5096 can provide a CT scanner with a sixteen (16) slice minimum and eighty (80) cm bore size.

The authority cited for this procurement is under 13.5: Only one source reasonably available.

AFMES mission requires medical examiners to use precision and accuracy when performing autopsies. It's imperative for the medical examiners to have the ability to perform a single x-ray. This feature is necessary when recovering shrapnel from a bomb or locating bullets. The CT scanner shall have dual energy. Most CT scanners provide dual energy with a 32 to 64 slice scanner minimum. This option was not available with any company other than Siemens.

AFMES requires a CT scanner that is useful in cases of gunshot injuries and bombs. The projectile can easily be found, the bullet tract can often be visualized, and the shot angles can be measured. In cases where the deceased needs to be identified, CT scanning gives a quick overview of the body, revealing old fractures, transplants, dentition, and the like. CT scanning is especially useful in identification of mass-disaster victims. This new requirement will consist of equipment, installation, removal of current system (minus internal hard drive) and include maintenance, support and training.

CT Scanner must shall have the ability to acquire an Authority to Operate (ATO).

The Government requires a maintenance plan (Base plus 4 One year option periods) for Parts and Labor on the new system. It is understood that there is a one year warranty which will begin after the installation is complete. The maintenance plan will be renewed annually with option periods 1 -4.

This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a small business Size Standard of 1,000 employees.

This Special Notice of Intent is not a request for competitive quotes and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
