This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This posting will be referred to under Request for Quotation (RFQ) Number F16PS00993. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2005-89, effective 14 July 2016. The North American Industrial Classification System (NAICS) number is 333924, Industrial Truck, Tractor, Trailer and Stacker Machinery Manufacturing and the business size standard is 750 employees. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. Award will be made to the offerer that provides the lowest overall price.



The US Fish and Wildlife Service (USFWS), Columbia River Fish and Wildlife Conservation Office (CRFWCO), 1211 SE Cardinal Court, Suite 100, Vancouver, WA, 98665 has a requirement for the Construction of a Manual Marking Trailer to accommodate marker personnel and equipment for the CRFWCO Fish Marking Program. The Contractor must be able to construct the trailer needed for fish marking according to the SOW specifications.



Monitoring and evaluation (M&E) is an important component for the management of hatchery reared Pacific salmon and steelhead. The Columbia River Fish and Wildlife Conservation Office marking program in support ofM&E, marks 28-30 million fish each year utilizing a combination of automated and hand marking trailers at State, Tribal, and National Fish Hatcheries throughout U.S. Fish & Wildlife Service Pacific Northwest Region 1. Two of our current marking trailers are of aluminum construction with wood lining in the trailer walls and flooring. In the extremely wet environment, both outside and inside the trailers, the wood has begun to rot. This is the reason why no wood should be used on this new trailer. Deliverables:



a. Vendors must be able to provide one aluminum trailer with no usage of wood or other rotting materials in its construction.



b. A minimum of 3 visits (by 2 CRFPO staff on each visit) is required at the manufacturing plant (pre-build conference, mid-point inspection visit and a pre­ delivery inspection).



Please submit your quote on company letterhead with all pertinent point of contact information including SAM Cage Code, DUNS No., and business size/type. In addition, your quote should provide unit price and total price. No formal format is required as this is a combined synopsis/request for quote solicitation.
