This Special Notice from the National Aeronautics and Space Administration Johnson Space Center concerns solicitation number 80JSC024COSMOS for organizing spaceflight mission operations and systems services. NASA JSC plans to hold an Industry Day on February 27, 2024 to provide information to interested vendors.

NASA JSC will hold an Industry Day presentation on February 27, 2024 from 9:00-11:00 AM Central Time to provide details on solicitation number 80JSC024COSMOS for organizing spaceflight mission operations and systems services. Vendors must RSVP by February 15 to attend, limiting participation to six individuals per company for the presentation. NASA JSC will also provide one-on-one meetings between vendors and the government on February 27 from 2:00-5:00 PM and February 28 from 9:00 AM to 5:00 PM to allow vendors to ask questions, though proprietary data cannot be discussed; participation is limited to four individuals per company. An optional site tour on February 27 is also available, with attendance limited to two individuals per company. Questions are due by March 1.

To facilitate open communications with industry, NASA Johnson Space Center (JSC) plans to conduct an Industry Day for the COSMOS acquisition. The presentation for Industry Day will be held at the Destiny Ballroom of the Gilruth Conference Center and via Microsoft Teams on Tuesday, February 27, 2024, at 9:00 a.m. – 11:00 a.m. Central Time. Participation for the Industry Day presentation is limited to six (6) individuals from each company/team.

The Government will also provide one-on-one communication opportunities on Tuesday, February 27, 2024, which will be scheduled between 2:00 p.m. and 5:00 p.m. Central Time and on Wednesday, February 28, 2024, which will be scheduled between 9:00 a.m. and 5:00 p.m. Central Time. Participation for the one-on-one is limited to four (4) individuals from each company/team.  One-on-one meetings will be conducted in the Discovery Conference Room of the Gilruth Conference Center and via Microsoft Teams and will not exceed 25 minutes.

The email RSVP must include the following: 

  1. Company name, address, main point of contact information, and System for Award Management (SAM) Unique Entity ID
  2. If planning to attend in person or via Microsoft Teams
  3. If planning a one-on-one meeting, please provide names and position descriptions of the attendees (limited to four (4)), as well as contact information. Please indicate if your company is planning to attend the one-on-one in person or via Microsoft TEAMs; no hybrid one-on-ones are planned
  4. If planning to participate in the Site Visit tour (limited to two (2)), include the information requested in the COSMOS Site Visit Request Form in the "Links" section below
  5. An indication as to whether or not your company wishes to be added to the Interested Parties list, which will be publicly available after Industry Day on the COSMOS website.

For any questions submitted at Industry Day, the Government will officially respond to all questions by posting responses to SAM.gov and the COSMOS website after Industry Day. Note: Questions pertaining to the Industry Day content will be accepted via email through 5:00pm Friday March 1st, 2024. 

One-on-one Meetings 

To facilitate interactive communications with industry, JSC personnel will also be available for meetings with individual companies in conjunction with Industry Day. The meetings are intended to be Questions and Answer (Q&A) sessions in which neither side will make a formal presentation. To request a one-on-one meeting, please indicate so as part of your email RSVP (instructions above), and please indicate any scheduling constraints.  

The following topics may be discussed at the one-on-one meetings: 

  1. The general purpose of the announced procurement; 
  2. Any information about the COSMOS acquisition that NASA has already made accessible to the public or is otherwise being made available to all potential offerors; 
  3. Historical information about the general nature or scope of prior contracts whose requirements will be addressed in whole or in part under a follow-on procurement; 
  4. Information that describes the federal procurement process as defined by the Federal Acquisition Regulation (FAR), NASA FAR Supplement (NFS), or other published procurement policy documents; and 
  5. Procurement specific information already published, such as information contained in the acquisition forecast, Statement of Work (SOW), and sources sought synopsis. 

Questions regarding the subjects below will not be discussed: 

  1. Proprietary or confidential business information of incumbent contractor(s) or other business entities; 
  2. Privacy Act protected information such as, incumbent contractor employees’ personal data; 
  3. Trade Secrets Act protected information; 
  4. Speculation on what the Government might be looking for in proposals; 
  5. Different technical and management approaches; 
  6. Technical Efficiencies; 
  7. Any particular Government Emphasis; and 
  8. Incumbent’s performance.

No recordings of any kind are permitted of the Industry Day presentation or one-on-one sessions.
