Synopsis:
This notice of intent is not a request for quotes and no solicitation is available.  A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The 1st Special Operations Contracting Squadron at Hurlburt Field, FL intends to award a sole source contract to Amazon Web Services, Inc. (AWS) 410 Terry Ave N, Seattle, WA, 98109-5210 for CLOUD INFRASTRUCTURE AS A SERVICE (IaaS). The Security Requirements Guide (SRG) for Cloud Computing was developed by the Defense Information Systems Agency (DISA) for the Department of Defense (DoD). Per the SRG all Cloud Service Providers (CSP) must be approved through the Federal Risk and Authorization Management Program (FedRAMP). This requirement is for Level 5: Controlled Unclassified Information. Based on the criteria listed above, the only source capable of satisfying AFSOC's requirement for IaaS is AWS.  Thus, a direct award will be written to Amazon Web Services, Inc. 

The North American Industry Classification System (NAICS) code for this project is 518210, and Standard Industrial Classification (SIC) code 7374. The Size Standard for NAICS 518210 is $32.5M.  The Contracting Officer anticipates awarding a firm-fixed price type contract.


This is sole source procurement with a firm-fixed price contract for a base year and having no option years. Any cloud service provider that is interested in hosting Sensitive Data will submit evidence to DISA that the provider meets specific requirements of the Guide. DISA will evaluate this evidence and if the provider meets the requirements, DISA will issue a DoD Provisional Authorization (PA). The PA will describe the types of information and mission that can be hosted by a particular cloud service.
