U.S. Customs and Border Protection intends to issue a Request for Quote (RFQ) for contract award on a limited competition basis for service and maintenance to Ciena fiber optic transport equipment. Service and maintenance is required at the Air and Marine Operations Center (AMOC) in Riverside, CA. AMOC is the world's largest law enforcement air force, it is to protect the American people and Nation's critical infrastructure through the coordinated use of integrated air and marine forces to detect, interdict and prevent acts of terrorism and the unlawful movement of people, illegal drugs and other contraband toward or across the borders of the United States. AMOC is currently using Ciena fiber optic transport ring and equipment to accomplish this circuit connectivity. Without this transportation of data and voice, AMOC cannot complete mission accomplishment; therefore, a four hour response by the vendor providing the maintenance is required.


The Government intends to award a contract to an authorized Ciena vendor whose quote is the most advantageous to the Government. Competition is limited to three contractors who are authorized Ciena vendors: Carahsoft Software Corporation, RONCO Communications, and Walker and Associates. The Government has determined to limit competition in accordance with 10 USC 2304(c) as implemented by FAR 6.302 (FAR 6.302-1(a)(2)); Only a limited number of responsible sources and no other supplies or services will satisfy agency requirements.
