About this opportunity

The Department of Agriculture Agricultural Research Service seeks a preparative-scale high-performance liquid chromatography system, with quotations due May 18, 2026, at 9:00 AM PT. This is a Total Small Business Set-Aside with a 1,000-employee size standard.

Place of performance and delivery is Peoria, Illinois (1815 N. University Street, USDA/ARS National Center for Agricultural Utilization Research). The system must be modular with capability for future detector upgrades and operate as a standalone unit without internet or local area network connectivity. Required components include dual pumps or a single gradient-capable pump supporting flow rates of 1.0 to 150 ml/min with minimum 5,000 psi pressure tolerance and 2% flow rate accuracy; a UV-Vis detector (200–800 nm); an Evaporative Light Scattering Detector; a system controller with auto-diagnostics and recovery functions; a solvent delivery system capable of constant flow or constant pressure modes; a fraction collector accommodating 48+ fractions with capacity for 13 × 100 mm and 16 × 150 mm test tubes; and a column selector for at least three different columns. All components must be manufactured by or supported by a single manufacturer. The system must operate on North American 115V 60Hz electrical service and include installation, initial testing, basic software training, and a minimum one-year warranty (two years preferred). A U.S. Citizen technician is required for installation and training. Delivery is due by July 30, 2026 (90 days after award).

NAICS code 334516 (Analytical Laboratory Instrument Manufacturing); PSC 6640 (Laboratory Equipment and Supplies). Award will be made to the Lowest Priced Technically Acceptable response. Evaluation criteria are Technical Approach (ability to meet or exceed all salient characteristics), Price (fair and reasonable per FAR 12.204), and Past Performance (Acceptable, Neutral, or Unacceptable rating). Quotations must be firm fixed price on company letterhead, include place of manufacture, SAM.gov Unique Entity ID, and a capability statement with technical documentation demonstrating compliance with all specifications. Description -

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 334516  The small business size standard is 1,000  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

See “Attachment 1 – SF-1449” for applicable clauses, instructions, and evaluation criteria. 

In order to be considered for award OFFERORS SHALL SUBMIT ALLOF THE FOLLOWING:

  1. Submit Firm Fixed Price quotation (quote on company letterhead) detailing description, PLACE OF MANUFACTURE, item pricing, total price including all pricing including, but not limited to DOB destination shipping , and valid for at least 60 days after receipt of quote.
  2. Submit attached SF-1449 with blocks 17a, 30a, 30b, 30c, and individual Contract Line Items priced in full.
  3. Submit Sam.gov Unique Entity ID (UEI) with quotation. Submit Capability Statement and technical documentation showing technical capability to meet or exceed ALL salient characteristics in the Specifications.

REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation will be cause to reject the quote without further discussions.

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
