About this file
This is a Specifications document for a preparative-scale High-Performance Liquid Chromatography (HPLC) System intended for natural products discovery at the USDA/ARS National Center for Agricultural Utilization Research (NCAUR) in Peoria, Illinois. The system must be modular with the capability for future detector upgrades and operate as a standalone unit without internet or local area network connectivity.
The HPLC system shall include all essential components manufactured by or supported by a single manufacturer: dual pumps or a single gradient-capable pump supporting flow rates of 1.0 to 150 ml/min with minimum 5000 psi pressure tolerance and ±2% flow rate accuracy; a UV-Vis detector (200-800 nm); an Evaporative Light Scattering Detector; a system controller with auto-diagnostics and recovery functions; a solvent delivery system capable of constant flow or constant pressure modes; a fraction collector accommodating 48+ fractions with capacity for 13 x 100 mm and 16 x 150 mm test tubes; and a column selector for at least three different columns. The system must operate on North American 115V 60Hz electrical service and include installation, initial testing, basic software training, and a minimum one-year warranty (two years preferred). A U.S. Citizen technician is required for installation and training. The single HPLC system unit shall be delivered to USDA/ARS at 1815 N. University Street, Peoria, Illinois 61604 by July 30, 2026. Quotations are due May 18, 2026 at 9:00 AM PT and must include firm fixed pricing with place of manufacture, capability statements, technical documentation demonstrating compliance with all specifications, and SAM.gov Unique Entity ID. This acquisition is a Total Small Business Set-Aside with a small business size standard of 1,000 employees.

SPECIFICATIONS
1.0 Specifications Description:
Provide a preparative scale High-Performance Liquid Chromatography System for natural products discovery for laboratory use. Ideally the system would be modular with the ability to upgrade specific options in the future, such as the type of detector. It is anticipated that the instrument will not be connected to the internet or local area network.
Minimum requirements for the HPLC system we require:
1. The system should have all essential parts of an HPLC, to include: pump(s), a UV-Vis detector (200-800 nm), an Evaporative Light Scattering Detector, a controller, and all the necessary tubing and accessories required to run the system, including the software necessary to connect to the controller and run the system. All major parts of the system (I.E. the pumps, detector, controller, etc.) should be from the same manufacturer or at least supported (as in troubleshooting support) by the same manufacturer.
2. The system should include a fraction collector with the ability to accommodate a variety of standard test tube sizes and specifically 13 x 100 mm and 16 x 150 mm, with a minimum of 48 fractions
3. The system must have multiple pumps (at least 2), or at absolute minimum a single pump capable of generating gradients from multiple inputs (at least 2). They should support flow rates from 1.0 ml/min to 150 ml/min. Minimum pressure tolerance of at least 5000 psi.
4. Specific non-detector potions of the system:
a. The solvent delivery system should be able to operate in constant flow or constant pressure modes.
b. The pumps must have a high flow rate accuracy (+ or - 2%).
c. The pumps should come equipped with a suction filter to prevent particulate contamination.
5. The HPLC will require 2 specific types of detector,a UV-Vis detector with a range of 200 -800 nm and an Evaporative Light Scattering Detector. The detectors should either be manufactured by the same manufacturer as the other major parts or at least be supported (as in Troubleshooting support) by the same manufacturer as the other major parts. The system is preferred to be modular and allows the installation of additional detectors in future.
6. The instrument should have a column selector with ability to select and switch between at least three different columns.
7. Any HPLC option considered should include technical installation and initial testing of the system. The installation should include basic training on the software used to control the system. The technician performing the installation is required to be a U.S. Citizen.
8. Additional System Specifications:
· System Controller
· Solvent Delivery Pump
· Auto-diagnostics to detect problems during analysis, and an auto-recovery function
· Electrical requirements are North American 115 V 60hz
9. There should be a warranty of at least 1 year, and preferably 2 years or more, for the system.
10. The vendor will provide a technician for installation and training of NCAUR personnel.
