The U.S. Department of Education has a requirement to extend it's license agreement for CheckFree Recon Plus for Windows software and to purchase the upgrade software known as "Frontier". The CheckFree software is used to reconcile the Fund Balance with Treasury (cash) at the Department. The Fund Balance with Treasury is 26% of total ED assets and is the single largest non-credit reform amount on our balance sheet. CheckFree is used extensively to reconcile cash for both the Office of Chief Fianancial Office and the Federal Student Aid. The current version of CheckFree (CheckFree Recon Plus for Windows) will no longer be supported by the Fiserv/CheckFree company and will be rendered obsolete after December 2012. The CheckFree Recon Plus for Windows will be upgraded by a system/platform known as Fiserv/CheckFree Frontier. The Department will perform implementation of the "Frontier" software.
See the attached Brand Name Justification.
The CheckFree Corporation is the original software developer and the only known source that can fulfill the Department's requirement, however, any interested party can submit a quote or questions to Andrew Cazier at Andrew.Cazier@ed.gov for the CheckFree Recon Plus Software Maintenance License and the upgrade software known as "Frontier"before closing of this notice.
Please direct all questions concerning this Request for Quote to Andrew Cazier at 202 245 6293.
Subsequent agreements as a result of this synopsis/request for quote will be subject to negotiated terms and conditions including the following clauses: 52.212-4 Contract Terms and Conditions--Commercial Items (June 2010) and 52.204-7 Central Contractor Registration (APR 2006)
