This Special Notice announces NASA/NSSC's intent to sole source award a contract to Composite Mirror Applications for the design, manufacturing, and delivery of a custom heliostat mirror assembly for the CaRD program. The mirror is required to meet specifications for mass, reflectance, and durability to withstand Houston weather conditions over a five year period.
The Notice instructs that NASA/NSSC will evaluate any capability statements submitted by March 19, 2024, solely to determine if the requirement should be competed, though retaining sole discretion over competition. Eligible contractors have until March 19th to submit capabilities to the identified points of contact to be considered for participation in the potential competitive procurement. The Special Notice also provides background on the CaRD program's need for the custom heliostat mirror to be assembled, shipped, and installed at NASA's Johnson Space Center by July 5, 2024.

Synopsis:
NASA/NSSC has a requirement for CaRD custom heliostat mirror.
NASA/NSSC intends to issue a sole source contract to Composite Mirror Applications - 1638 S. Research Loop, Suite 100: Tucson, Arizona 85710 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that Composite Mirror Applications is the sole provider of CaRD custom heliostat mirror.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Johnson Space Center (JSC).
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code for this procurement is 339999.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 9:00 a.m. Central Standard Time on 3/19/2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
