About this opportunity
Based on the information provided in the federal contract opportunity notice and the attached government files, I can summarize the key points as follows:
-
The Department of Veterans Affairs (VA) intends to consolidate its Architect-Engineering (A-E) Services requirements into a single Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC).
-
The consolidated IDIQ MATOC will be solicited as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, in accordance with Federal Acquisition Regulation (FAR) 7.107.
-
The VA has determined that the consolidation of the A-E Services requirements is in the best interest of the government and meets the requirements of FAR 7.107. The benefits of the consolidated acquisition are expected to exceed the benefits of alternative approaches.
-
The IDIQ MATOC will have a 10-year ordering period and a maximum value of $5 billion. It will support the VA's Electronic Health Record Modernization (EHRM) Program, critical infrastructure modernization, minor construction projects, and non-recurring maintenance (NRM) projects nationally.
-
The Request for Qualifications using the SF330 form is anticipated to be released on or around May 30, 2024.
-
The VA will include on-ramping procedures in the IDIQ MATOC to allow additional SDVOSBs to compete throughout the contract's life.
Notice text
The VHA PCAC requires a contract to perform Architect-Engineering (A-E) Services for the design of construction projects for VHA throughout the country. In accordance with FAR 7.107-5, the VA intends to consolidate the A-E Services requirements. The consolidated effort will be solicited as 100% Service-Disabled Veteran-Owned Small Business set-aside. The consolidation of A-E Services identified is in the best interest of the Government. This consolidation meets the requirements of FAR 7.107 and the benefits of the consolidated acquisition would exceed the benefits that would be derived from an alternative approach. Therefore, the VA found that consolidation is necessary and justified and this notice shall be available for seven days prior to the release of the Request for SF330 for this requirement. The Request for SF330 is anticipated for release on or around May 30, 2024.
